【摘要】 区域创新体系的构建是提高区域创新能力，增强区域经济竞争力的重要途径，加快我国区域创新体系构建的步伐，已经成为当前经济工作的重要内容。本文以创新理论和规模经济、范围经济理论为基础，以研究产业集群为出发点，介绍了区域创新体系的起源及发展，分析了产业集群与区域创新体系之间存在的各种关系，认为产业集群为创新提供了良好的环境，有利于区域内创新的产生，从而提高了区域创新绩效，是区域创新体系构建的有效载体。在已有产业集群发展及区域创新体系建设实践的基础上，提出基于产业集群区域创新体系构建的相关政策建议。更多还原

【Abstract】 The construction of the Regional innovation system is to enhance regional innovation capacity. Building and enhancing regional economic competitiveness is an important way to accelerate our pace of a regional innovation system. It has become a key element of the current economic work. The paper reexamined the regional innovation system and the origin of development theory from the innovation perspective. As a starting point for the industry clusters, this paper analyzes the relationships between the industrial clusters and regional innovation systems. It argues that industrial clusters is providing a good environment for innovation and enhancing regional innovation performance. It is an effective way to the regional innovation system. From the existing industrial clusters and the regional innovation system practice, it gets a point making irrelevant policies recommendations of regional innovation system based on industrial clusters.更多还原
