【摘要】 公用事业由于其自身行业的自然垄断性，传统体制下一直由政府垄断经营。这种完全由政府生产和供给的传统模式导致了资源配置的低效率和严重的供给不足。加入世界贸易组织之后，随着我国民间资本发展实力壮大，在公用事业领域引入民间资本投资经营成为一种现实的选择。通过分析与审视当前我国公用事业领域改革的现状，结合西方各国已进行的公用事业领域改革的实践经验，以期对我国公共事业领域的改革存在的问题进行一个比较全面的认识。如何建立好竞争机制将是关系到公用事业领域改革成败与否的关键问题。民间资本投资经营公用事业要求一定的回报的。而过高的价格是损害作为消费者的公众的利益的。价格问题也是当前困挠我国公用事业引入民间资本的又一重要问题。公用事业部门需要实现某种程度的普遍服务。如何在引入民间资本后保证普遍服务的实现也是当前一个紧迫问题。引入民间资本投资经营公用事业，政府应针对引入民间资本后可能带来的问题，采取有效的规制手段，从而达到引入民间资本的真正目的。这也是一个新的课题。围绕着以上提出的几个问题，提出了推动我国公用事业民间资本投资经营健康发展的相关政策建议。更多还原

【Abstract】 Because of the natural monopolization of the public utilities, it used to be run by the government in the traditional system. The traditional model, that production and supplies completely controlled by the government, make the low efficiency of resource allocation and shortage of commodity. After entry the WTO, along with the development of the private capital in China, leading the private capital into the public utilities section becomes a realistic choice. This essay analyses and examines the current situation of the reform of public utilities section in our country closely, combining the practical experience that the western various countries have already carried on, in order to make a more overall understanding of the problem and challenge. How to build up good competition mechanism will be the key to the public utilities’ section reform .The private capital investment request a certain repay, while the excessively high price will injure the public consumers’ interests. Thus price problem also remains to be solved.The public utilities section needs to carry out widespread service to a certain degree. How at guarantee the widespread service after leading the civil capital into public utility section is also an urgent problem. After leading the private fund into the public utilities section, the government should adopt the valid regulation system, thus achieving the real goal. This is also a new topic.Concerning the problems mentioned above, this essay put forward the related policy suggestion in order to promote our country private capital investment in public utilities section.更多还原
