【摘要】 城市公交行业作为公用事业的一个重要领域，具有一定程度的自然垄断性质，长期以来处在政府的垄断经营之下。随着经济的发展，单纯依靠政府的财力支持已经无法满足市民对扩大公交服务的需求。在这种背景下，吸纳民营企业进入公交行业不能不说是一个明智的选择。但是由于民营化是纯粹的“舶来品”，在国内无完善制度可循的情况下，城市公交事业民营化可能存在不适“症状”，导致风险的产生。因而对其风险的规避就不能不引起我们的关注。本文主要以福州市公交公司改制为例，通过分析城市公交事业民营化的动因及其民营化中存在的问题，进而探讨城市公交事业民营化中潜在的风险因素，以期找到规避风险的措施，使城市公交能够为市民提供优质、高效、便民的服务。更多还原

【Abstract】 To a certain extent, public traffic project of cities as an important area of public utilities is in the natural of monopolization. And for a long time, it’s controlled and operated by government. As the society develops, it can’t satisfy people with expanding public traffic requirement only depending on government. So it’s necessary to reform the public traffic project of cities. Here, taking the private enterprise into the public traffic project is a wise choice. As a purity exotic without consummate system in China, privatization of the public traffic project of cities probably won’t fit for it and will cause risk, so how to avoid the risk is calling for our attention. The text mostly take the example of stripped-down in Fuzhou public traffic corporation to analyze the reasons and problems in privatization. And analyze the latency risk, so as to find the elude measures which can improve public service and offer service with high quality, high efficient and convenient.更多还原
