【摘要】 以“以人为本”为核心的科学发展观指导下的和谐社会是以维护公民的基本权利为基础，不仅社会有机体整体和谐，而且有机体各要素都和谐的社会，是开放而稳定，稳定而有活力的社会。和谐社会应当是公民社会。公民社会的基本宗旨是保护和增进公民的基本权利。它有一定的结构，并有一套与其结构互动的原则。公民社会的自我协调性能促进和谐社会的建设。公民是公民社会的主体，建构公民社会必须塑造现代公民。在中国公民社会发展滞后，公民意识缺失，而臣民理念影响巨大的国家，需要培养公民理念。这需要批判臣民理念，研究和宣传公民理念。以公正为统筹，自由和平等为基础，宽容和妥协为拓展，参与引导向实践的公民理念是和谐社会建构的精神支撑。培养公民理念，应该加强市场经济建设，推进公民社会建设，民主法制建设和加强公民教育。更多还原

【Abstract】 On the foundation of pretecting citizen’s right ,harmony society directed by scientific development theory which soul is "human is the basis" is a society that not only the whole society organism is harmony,but also its section is harmony.It is not only openning and stsble,but also stable and vital.Harmony society should be civil society.The basic purpose of civil society is to safeguard and promote citizen’s right.Civil society has its structure and a set of principles which suit its structure.Civil society’s self-coordination can accelerate harmony society’s construction.Citizen is the main body of civil society.To construct harmony society ,it needs to train modern citizen by citizen ideal.In China,civil society emerged sluggish,so Chinese is short of citizen ideal ,contrarily,the ideal of subject has deep impression on Chinese.It needs to develop citizen ideal to train modern citizen,so,we should criticize ideal of subject and propagte citizen ideal.The system of citizen ideal includes" liberation ,equality ,tolerant and comprise, justice and participation.It is the basic ideal of harmony society .To develop citizen ideal ,we should enhance market economy, improve civil society’s construction and democracy and legality’s construction,we also should strengthen citizen education.更多还原
