【摘要】 我国西部小城镇的发展是我国城镇化的一个重要的组成部分,普遍存在着规模小、分布较散、经济条件差,区位环境差、环境基础设施严重不足。如何在这样的环境里,做好环境基础设施与当地发展的协调发展,起到促进环境、经济、人口、资源和谐发展,是值得认真研究和探讨的问题。东部和国外的环境基础设施的经验,对于西部有着重要的借鉴意义,但是把东部和大中城市的相关的环境基础设施技术照搬到西部的小城镇中是不现实的。因地制宜的发展西部小城镇环境基础设施,选择合适的环境基础设施技术,需要对西部小城镇的实际情况有准确的认识和把握。本研究试图从西部大开发和可持续发展的大环境下,运用系统发展的眼光,通过对东西部的实地调研与文献数据收集,分析西部小城镇环境基础设施发展面临的问题,提出相关环境基础设施技术的一些建议,以期为后来的研究工作打下一个基础。本论文包括五个部分:第一部分对本论文的研究思想、研究内容、研究方法、及研究的意义作了叙述,同时对于论文中涉及的一些基本的概念进行了定义,为后面研究分析的开展打下一个坚实的基础。第二个部分主要阐述了小城镇环境基础设施技术市场的大背景,介绍了西部大开发战略及小城镇战略,以及西部大开发下的西部的生态环境和西部小城镇环境基础设施发展现状。对研究的背景做一个清晰的了解,同时也是从大系统角度来研究西部小城镇环境基础设施所处的环境。第三个部分主要是进行西部小城镇环境基础设施技术市场影响因子的分析。从系统的理论,对在西部小城镇环境基础设施的影响因子进行聚类、分层分析。通过对统计年鉴资料的分析对比,比较西部小城镇发展的各种影响因素,建立了分析的理论基础,使分析有一个清晰的结构,把对西部小城镇环境基础设施的研究放到西部大环境中进行。第四个部分对我国和国外相关的环境基础设施的技术的现状与发展进行综述。并通过实例和数据的阐述,对发展过程中的问题进行分析,同时分析这些经验和问题对于西部小城镇环境基础设施技术市场选择的参考价值,提出关于西部小城镇环境基础设施发展面临的几个问题。第五个部分,根据东西部的调研资料分析结果,对西部小城镇环境基础设施的发展提出可能性的建议。认为西部小城镇环境基础设施的发展要在西部和小城更多还原

【Abstract】 The development of small cities in China’s western area is important component of China’s urbanization . Economic conditions and geographic environment is poor and environmental infrastructure is grossly inadequate of them with small and scattered distribution. How to make infrastructure and environment of local development in a coordinated way in such an environment is worthy of careful study. Eastern and foreign environmental infrastructure experience has important lessons for the meaning, but the large and medium cities in eastern and related environmental infrastructure technologies copy of the small towns in the western region is unrealistic. The choice of a suitable environment infrastructure technology and development local environment infrastructure of small cities in western environmental infrastructure needs of the small towns must have a precise understanding of the actual situation and grasp.This study tries to analyze the problem of western small cities environment infrastructure development and offer some relevant environmental infrastructure and technology recommendations under the background of western region development and sustainable development, through the view of system development and the method of factfounding of western-eastern region and data collection.The paper includes five parts :The first part of this paper describe the thought and methods use in study, and the significance of the study. To carry out the study and analysis behind laying a solid foundation there some basic concepts is made definition in this part also.The second part is background of the small cities’environmental infrastructure technology market, introduced the strategy of developing the western region and small cities strategy. The development of the western region in the western environment and the development of environmental infrastructure in the western small cities status is also described for what not only to make the study has a clear understanding of the background, but also to study the environmental infrastructure of small cities as a situated system from the perspective of a large system.The third part mainly analysis the factors affect environmental infrastructure technology market in the western small cities. Analyse affecting factors of environmental infrastructure in the western small cities from the theoretical system by using clustering and stratified analysis.
