【摘要】 上唤起对发展模式的反思,要求经济发展战略转变,走可持续发展的道路。循环经济问题研究的提出,涉及到对经济运行模式和对资源、生态环境、经济社会发展等一系列问题的探讨,有着极其深刻的内涵,并为可持续发展找到了具有应用价值的经济发展模式。因此,为实现资源循环利用、保护生态环境和缓解资源能源压力,对循环经济运行模式及其制度保障进行研究十分必要。本文研究从辨析循环经济的内涵及相关概念出发,通过对目前我国发展循环经济的必要性及实施现状分析,借鉴国内外关于循环经济运行的理论与政策实践,找出问题和突破点,探索一套适合我国经济增长转型的循环经济运行模式。文中构建了三个层面的循环经济运行模式,其中在中观层面重点研究了资源消耗高、环境污染大的产业,并通过案例定量分析实施循环经济运行模式所带来的经济、生态和社会效益。循环经济的发展取决于诸多因素,本文从制度角度提出若干支撑体系建设方面的建议,主要包括建立规范循环利用行为的法律体系、建立循环型市场制度和循环经济规范制度、产业支撑体系建设、生产者责任延伸制度、循环经济长效管理机制及预警管理系统建设和公众宣传教育等措施。更多还原

【Abstract】 Nowadays, pressures of energy and resource supply, environmental hazards and waste management issues are outstanding in our country, so objectively it arouses reflection of the development model, calls for the change of the economic development strategy, and follows the path of sustainable development.Circular economy research proboes into a range of issues, involving model of economic operation, resources, the environment, and economic and social development to explore, it has profound connotations. Circular economy is to be the model of economy development with application value foe the sustainable development. Therefore, to achieve resource recycling, protection of ecological environment and ease the pressure of the energy and resources, study on the model of circular economy operation and its system guarantee is very necessary.The study of the thesis starts from discriminating the circular economy connotation and its related concepts, through the analysis of the implementation development of China’s present circular economy and the need ,using for referance the ciecular economy theory and policy practice in the world, identifies the problems and breakthroughs, and explores suitable model of ciecular economy operation for mode of China’s economic growth transfer. In the thesis,it builts the model of circular economy operation on three levels, and part of the research focuses on the industries which have a high resource consumption and large pollution, at the meso level.Then through a case to quantitate the economic, ecological and social benefits, brought by the implementation of the model of circular economy operation.Development of circular economy depends on many factors, from a system perspective, this thesis sugests a number of advice, including the establishment of the legal system to regulate the action of recycling, the establishment of a circular market-based system and circular economy criterion systems, industrial support system, extending producer responsibility system, establishment of long term management mechanism for circular economy and the early warning systems , public- drumbeating-education and so on.更多还原
