水资源与经济可持续发展

【摘要】 走可持续发展道路是解决经济、人口、资源、环境问题的必由之路。水资源是人类及一切生物赖以生存和社会经济发展的物质资源，是一种具有多种用途、不可替代的可再生资源。水资源短缺是21世纪可持续发展中诸多矛盾的焦点，如何加强水资源高效持续利用，实现社会经济可持续发展，成为广泛关注的话题。 大连市是我国北方缺水城市之一，随着大连市社会经济发展和人民生活水平的提高，工农业生产和城乡生活用水不断增加，水资源供需矛盾日益突出。特别是近几年持续高温、干旱少雨以及水污染加剧、水环境恶化更加重了水资源短缺。水资源短缺问题已成为制约大连GDP发展的重要因素，如何解决经济发展与水资源供需的矛盾，加强可利用水资源的管理，实现水资源与社会、经济、环境的协调发展，达到水资源的可持续发展利用，为大连市GDP快速发展和人民生活健康安全提供全面服务，是大连市水资源开发利用的关键问题。 本篇文章借鉴了国内外水资源发展趋势和成功经验，以可持续发展理论为指导，运用数据分析和生态保护理论进行综合分析，进而提出了大连市水资源合理配置、节约用水、水污染防治和增强水资源保护措施，为大连市抗旱、节水和水资源优化配置提供依据。本文从农业、工业、和人民生活水平三个不同角度论述水资源在国民经济发展中所起到的重要作用，证明经济的可持续发展离不开水资源。本文运用生态环境保护理论，构建环境与经济发展模型来分析水资源短缺对大连市GDP的影响，并以水资源与大连经济可持续发展模型为依据，同时运用水资源可持续发展的不同理论分别论述水资源应如何达到可持续发展，最终实现大连经济与人民生活水平的稳步提高。更多还原

【Abstract】 Taking the conception of sustainable development is the only way that solved the problem of economy, population, resources and environment. Water resources is the foundation natural resources and one of control factors to protect the environment, besides, it is a strategic economic resources. The shortage of water resources is the focus of a lot of contradictions of the conception of sustainable development on 21st century, and people are paying widespread attention to promote high efficiency and sustainable utilization of water resources.DALIAN is a serous water shortage city in the northern part of China. With the economy development of DALIAN and the improvement of the living standards of the citizen, the volume of using water of industry and agriculture production increases continuously and wasted seriously, which leads the contradictions of water supplement and demand to become specially conspicuous. Especially the high temperature in recent years, dry weather and water contamination aggravated the shortage of water resources. The problem of water resources shortage has become a key factor that restricted the development of national economy of DALIAN. How to solve the contradictions of water resources supplement and demand of economy development, and how to strengthen management to utilize water resources, is a key to accomplish coordinated development of water , society, economy and environment, which can realize sustainable exploitation and utilization of water resources, and provide all-round service for high-speed development of national economy of DALIAN and the safe and healthy people life.This article has received the success experience of domestic and foreign country resources development tendency with the sustainable development theory as the instruction. The data analysis and the ecology protection theory are being used to make the generalized analysis. Then proposed the reasonable disposition of DALIAN water resources, and how to deal with the polluted water and contradiction of water supplement and demand. To strengthen the water resources conservation and optimize disposition of water is a good method to prevent the shortage of it.更多还原
