【摘要】 工业化的发展使得社会保障制度越来越重要。一百多年来的实践已经表明,社会保障制度对于各国维护社会公平,提高社会福利,推动社会的进步与发展发挥了重要作用。人类不可抗拒的一个自然规律就是衰老,“老有所养”是每个社会成员的基本要求。养老保险因其影响范围的广泛性和深刻性,成为社会保险中最重要的一个险种。由于中国经济二元结构的存在,我国的社会养老保险也呈现出明显的二元结构特征,即以就业相关的养老保险为主,覆盖人群以城镇居民为主,农村地区居民十分缺乏甚至没有任何的社会养老保险。有的学者认为我国社会保障制度建设的最大失误就是对农村社会保障制度的忽视。建立农村社会养老保险制度是构建社会主义和谐社会的重要内容,也是一道难题。现阶段内蒙古农牧区的养老保险制度需求十分迫切,传统的以家庭养老、以土地养老的模式,由于家庭规模小型化、人们观念的变化、土地收益降低等原因受到挑战,现行的养老保险制度供给又存在很多缺陷。在当前我区经济快速发展的背景下,我们必须正视人口老龄化的现实,加速农牧区养老保险制度的设计,加强农牧民的政治维权意识,切实维护农牧民的权益。政府应承担起自身的责任,从财力、政策上给予适度的扶持。建立农牧区社会养老保险制度要分类处置、分布实施,大胆进行养老保险制度创新,积极配合其他政策的执行,逐步建立一种长效的农牧区社会养老保险制度。通过研究,得出如下结论:在我区农牧区应实行以“个人账户”制的社会养老保险形式为主导和基础,商业性养老保险形式为辅助,团体和家庭为最后保障的多元化、多层次的社会养老保险模式。提高养老基金更多还原

The elderly insurance affects the extensive and deep of the scope because of it, becoming the social insurance the most important grow nearly. Because of Chinese economic dualistic structure, our country of social elderly insurance also present an obvious dualistic structure characteristic, namely with employment related elderly insurance is lord, overlay the crowd with town residents is lord, the residents in the village region lack very even have no of social elderly insurance. Some scholars think the biggest error of our country society security system construction be to village the social security neglect system.
