【摘要】 产业集群理论机理不仅适用于工业和第三产业同样也适用于第一产业农业的发展,是具有普遍使用价值的区域经济发展的理论,目前几乎所有经济繁荣的地区都可以发现产业集群或其雏形的存在,产业集群理论对区域经济的发展具有普遍的指导意义。由于改革开放和国家的特殊区域优惠政策,我国的东南沿海地区的经济得到了普遍的高速发展,在这些发达地区产业集群的发展程度相对内地要高的多,暴露出的问题也比较充分,其中产业集群的可持续性发展的问题比较典型有较强的现实意义。由于产业集群作为区域经济理论体现在现实经济中表现的突出程度有很大的差异,集群内主要产品的产业链条越长,技术含量越高集群的正负效应表现的就越明显,问题暴露得也就更具有典型性和超前性的特点,正是基于这样原因的考虑本文实证分析部分有意识地选择了在工业生产领域高科技含量的IT产业。本文对产业集群的可持续性发展研究主要分为以下几部分:一、引入了经济学领域对产业集群定义的界定和产业集群的中间性产业组织、区域创新网络性质分析并对产业集群形成发展的理论进行了简单的阐述以及对产业集群的两个特点作了特别的说明。二、从我国中小企业的发展、制造业纳入全球生产体系的发展趋势、工业园区的进一步发展的现实情况分析了全面实施产业集群发展战略的必要性并在引入产业集群生命周期模型的基础上针对产业集群可持续发展动因和风险及风险的现实因素分别进行了具体分析。三、阐述了产业集群的可持续发展与规避风险的辩证关系,引入波特钻石模型理论和现代资产组合投资理论结合产业集群可持续发展的动因和风险的分析结果建立了产业集群规避风险的可持续发展的动态理论模型,根据动态模型分别从政府制度及其政策、集群内企业三个主体的角度提出了加强产业集群的动态因素的积极效果和规避风险的消极效果促进产业集群持续发展的对策建议。四、运用本文所阐述的产业集群理论对特定的问题区域—东莞的IT产业集群形成的历史过程和形成因素、投资主体以及发展中的存在的问题进行了细化分析后,运用产业集群规避风险的可持续发展的动态模型的内在机理引入以现代信息技术理论为基础的管理方法,运用供应链、客户链,ERP系统,电子商务以及现代物流理论分别从制度、政策、企业内外部资源整合,全球一体化四个层次上提出了对策建议。更多还原
