【摘要】 水作为生态环境和自然环境的重要组成部分，是人类生存与发展的基本条件，它不仅是张掖市经济发展的基本依靠，也是干旱区绿洲生态环境中最活跃的因素之一。张掖绿洲位于西北内陆干旱区，随着区域经济的发展，水资源开发强度的不断提高，水资源短缺(尤其是结构性短缺)已成为制约社会、经济、生态可持续发展的主要资源因素之一。本文详细叙述了张掖市社会、经济、资源环境及水资源和产业结构的发展历史及现状，在此基础上分析了张掖市产业结构和水资源之间的相互影响、相互制约关系，由相关分析得知，张掖市水资源和三次产业之间均存在强相关性，第二产业与水资源之间存在高度相关性。同时，通过对近10年张掖市产业结构调整对节水贡献的估算不难看出，对干旱区内陆河流域绿洲而言，产业结构调整是经济增长的重要动力，是实现区域社会经济生态可持续发展的关键。本论文共分七部分。第一部分论述了本文的研究背景、研究目的、研究意义以及国内外的相关研究进展。第二部分论述了水资源与产业结构的耦合关系，在此基础上论证了水资源短缺对产业结构调整的影响。第三部分对张掖市产业结构和水资源利用的历史变动和现状特征进行了分析，揭示了张掖市三次产业间和各产业内部部门间的用水问题，为后面的产业结构调整方向提供了依据。第四部分对张掖市水资源与产业结构之间的相关性进行了分析，得出张掖市三次产业和水资源之间均存在强相关性，第二产业与水资源高度相关。在此基础上，通过近10年来张掖市水资源和产业结构的相关数据，粗略计算出张掖市产业结构调整的节水效应。第五部分引入张掖市产业结构调整优化模型，并分析了张掖市产业结构调整应遵循的原则和调整目标，提出了三次产业结构调整的总体方向。第六部分论述了张掖市产业结构调整的对策和建议。第七部分反思了论文中的不足和有待进一步深化的问题。更多还原

【Abstract】 As an important part of the environment and the nature resources, water resources is not only the rudimental dependence of economic development of Zhangye Prefecture but also one of the most brisk factors on ecological environment. Zhangye lies in arid area of inland China, with the economic development, the intensity of water resources utilization becomes greater and greater. Unreasonable water consumption has already become constrains for the sustainable development of this region..The city’s society, economic, resources environment, water resources and industrial structure development are discussed in detail this study. On the basis of an analysis of interference and mutual check between industrial structure and water consumption in Zhangye City. This paper studies the relationship between industrial structure adjustment and the change of water resources consumption using correlation analysis theory and method. Through calculation, it can be concluded that the highly relevant relation exists between water consumption and industrial structure. At the same time, the contribution of industrial structure and adjustmenT on reduction of average water use quota is estimated through nearly 10 years of industrial restructuring. It is easy to see that the transformation of industrial structure is not only an important propelling force for economic growth but also a key to a regional sustainable and coordinated development in the oases district of inland river basin in arid region. The thesis consists of seven parts.The first part introduces the background, purpose, research meaning, the train of thought of this search and some researching progress both here and abroad on industrial structure and water resources utilization.The second part discusses the relationship between water resources utilization and industrial structure and estimates the contribution of industrial restructure adjustment on reduction of water consumption; finally water resources shortage affects the industrial structure is proofed.The third part analyzes the historical evolution and current situations of the industrial structure and the water resources utilization in Zhangye, reveals the problems of water utilization in three industries and each sectors, which provides direction for the industrial structure.The forth part analyzes the relevance between water consumption and industrial structure, and highly correlation exists between three industries and water consumption. Water-saving effect on industrial structure of Zhangye city is calculated.Part V analyzes the principles and goals of the adjustment of regional industrial structure based on introducing industrial structure optimization model.Part VI puts forward the overall train of thought of the industrial structure adjustment.Some points needed to further research are summarized in the epilogue.更多还原
