【摘要】 环保产业是为环境保护提供主要的物质基础和技术支撑，是随着环境保护事业发展起来的新兴产业，对于促进经济、社会、环境的协调发展，改善人类社会的生存条件发挥着重要的作用。作为一个朝阳产业，环保产业以其在一个城市可持续发展中所发挥的重要作用而日益受到人们的关注。武汉作为华中地区科技实力雄厚、区位地理位置优越、装备制造业发达的中心城市，经过近几年的发展，其环保产业已经形成了一定的产业基础。本文利用相关统计数据，对武汉环保产业发展历程、产业基地建设、产业内部结构、产业绩效等方面进行深入分析，并针对产业发展中存在的问题提出促进武汉市环保产业健康发展的政策性建议。 论文首先在导论里分析了研究的背景和意义，并说明研究的内容和方法。正文共分为五章： 第一章介绍了环保产业概论，阐明了环保产业的概念、构成内容、产业归属、产业特征、理论基础等内容。 第二章在理论分析的基础上，根据国内外环保产业发展的情况，概括出武汉市环保产业发展的外部环境。国外环保产业发展部分介绍了国外环保产业的发展概况、特点和走向；国内部分系统介绍了中国环保产业发展的概况，产业结构，政策、法规建设，发展趋势等内容。 第三章是全文分析的重点，在这一章中，作者利用统计数据对武汉市环保产业内部环境进行详细分析，包括发展历程、产业基地建设、基本情况分析、内部结构变动等，并对产业绩效进行评估。得出以下结论：①武汉市环保产业已经形成了一定的产业集群，建立数个环保产业基地和发展中心，培育了一批环保重点企业；②从武汉市环保产业发展的总体情况来看，产业产值增长最快，企业数量变化不大，以规模发展为主，从业人员中技术人员比重不断提高：③武汉市环保产业内部结构中，环保设备和产品的生产是环保产业的主体，且在产业结构中的比重基本稳定，资源的综合利用主要表现为“三废”的循环利用，近年来略有上升，但在产业结构中的比重与国家和环保产业发达地区有差距，发展空间较大，环境保护服务业产值不升反降，所占比重越来越小；④环保产业对武汉市国民经济的贡献较大，环保产业对GDP的比值一直高于全国平均水平，环保产业产值的增长速度快于武汉市GDP的增长速度。 第四章指出武汉市发展环保产业的优势和不足。优势表现在科技人才优势、区位优势、装备制造优势、发展动力优势等，存在的问题突出表现在：①环保产业发展差距较大；②产业内部结构不合理；③企业规模小，缺乏国际竞争力；④环境保护监督不力、执法不严；更多还原

【Abstract】 The environmental protection industry offers the main material base and technical support for environmental protection. It is a new industry developed with the environmental protection undertaking. It plays an important role in promoting a coordinated development in economy, society, and environment, also improving the existence condition of the human society. As one rising industry, people pay more attention to the function of the environmental protection industry to one city’s sustainable development increasingly. Wuhan is the key city of Central China, which has influential science and technology, superior geographical position, and developed equipment manufacture. Through developing in recent years, its environmental protection industry has already formed certain industry foundation. Utilizing the relevant statistics of environmental protection industry of Wuhan, this paper carries on in-depth analysis to development course, construction of industrial base, inside industrial structure, industry performance, etc. And it puts forward the policy suggestion of protecting the healthy development of environmental protection industry to the questions that exist in the industry’s development.Firstly, the paper has analyzed the background and meaning of the research in theintroduction, and has explained the content and the method. The text is divided into fivechapters altogether:The first chapter introduces the outline of environmental protection industry, includingconcept, composition content, industry’s ascription, industry’s characteristic, theoreticalfoundation, etc...On the basis of the analytic theory, the second chapter, according to the situation of domestic and international development of environmental protection industry, summarizes out the external environment condition of industry in Wuhan. The part of foreign environmental protection industry has introduced the development overview, characteristic and development trend; the domestic part has introduced the overview of development of Chinese environmental protection industry, industrial structure, policy or regulation construction, the development trend, etc...The third chapter is a focal point of analysis in the full text. In this chapter, the author utilizes the statistics to analyze the inside environment of the industry in detail, including the development course, construction of industrial base, basic situation analysis, structure change, and assesses the performance of environmental protection industry by contrasting the increasing rate of output value with the increasing rate of GDP. Draw the following conclusion: (1)The environmental protection industry of Wuhan has already formed certain industrial cluster, set up several industrial bases of environmental protection and centers of development, and fostered a number of key enterprises of environmental protection; (2)According to whole development of environmental protection industry of Wuhan, the output value of industry increases fastest. Number of the enterprise does not change much, because rely mainly on developing in scale. Technical staffs proportion is improving constantly among employees; (3)In the structure inside更多还原
