【摘要】 随着社会主义市场经济的发展和改革开放的进一步深入,特别是加入WTO后市场竞争的日益激烈,在工程建设交易领域对交易的“公开、公平、公正、诚信”的要求越来越高。但在目前工程建设交易的实际操作中却存在许多问题,如存在行政干预、地域保护现象严重、标底容易泄露、评标方法薄弱等。为了克服工程建设交易中存在的不足,网上工程建设交易应运而生。这不但提高了工程建设交易的效率和质量,促进“公开、公平、公正、诚信”的竞争原则,也加强了对交易当事人合法权益的保护,为工程建设的顺利实施打下了坚实的基础,为防止腐败提供了技术保障。本文依托北京海策环通科技发展有限责任公司承接的“天津市水利工程建设交易管理系统”开发项目,对国内工程建设交易的现状和国际国内网上交易的情况进行了分析,对工程建设交易理论知识进行了全面阐述,对常用评标方法进行了对比研究,对在研评标方法进行了数学模型方面的探讨,对系统的架构模型和应用开发进行了详细设计和研究,最后对网络安全、信息安全和公正监督等采用的技术进行了重点阐述。工程建设交易管理系统基于Internet平台,采用先进的数据库管理技术和计算机网络技术开发而成,是对外信息发布系统、建设交易业务管理系统和综合业务自动化办公系统的集成。工程建设交易管理系统的主要功能为:①能够实现工程建设交易理念的网上宣传;②能够实现网上工程建设交易全过程;③能够实现工程建设交易管理中心的内部管理。工程建设交易管理系统的成功开发,克服了以往工程建设交易信息发布不均衡的局限,突破了工程建设交易的时间和空间限制,降低了工程建设交易成本,提高了工程建设交易效率和质量,同时也提高了工程建设交易管理中心的运营效率和服务质量。更多还原

【Abstract】 With the development of market economy and reforming and opening of China, especially the market competition becoming more and more violence after China admitted by the WTO, the requirement for“openness, fairness, justness and honesty”becomes more strictly in the engineering construction trade filed. But there are still many practical problems, such as political interference, area protection, betray of base price, weakness of methods for review of tender and so on. In order to conquer these disadvantages, network trade of engineering construction is designed. It not only enhances the trade efficiency and quality, promotes the openness, fairness, justness and honesty, but also guarantees the legal rights of traders; not only founds a stable foundation for the performance of engineering construction, but also gives technology guarantee for preventing corruption.Relied on the project“Management System of the Hydro Engineering Construction Trade of Tianjin”(MSECT) of HCHT, this thesis analyzes the national situation of engineering construction trade and the domestic and international network trade at present, expatiates the knowledge of engineering construction trade, discusses the tender review methods which are often used and sets the mathematic models for methods of tender review which are being studied, designs the structure models and application development in detail, at last describes the technologies being used in network security, information security and impartial supervision.Based on the Internet, MSECT adopts the advanced Database Management Technology and computer network technique. It is an integration of Information Release System (IRS), Business Management System of Engineering Construction Trade (BMSECT) and Office-Auto System (OAS).
