国外城市管理模式比较

【摘要】 城市是一个经济、人口和信息等众多资源的集合体。城市对一个国家的作用不言而喻。在我国，50％以上的GDP(国民生产总值)、70％以上的工业生产总值、90％以上的高等教育和科技力量都集中在城市。城市管理水平的高低直接决定和影响着整个国家和社会的发展和稳定。而我国在快速城市化的同时，城市管理中存在着诸如环境污染，交通拥挤、乱拆乱建、形象工程、公平缺失等众多的问题，这直接影响了城市的发展进程，延缓了我国现代化的前进步伐。由于发达国家城市化要早于我国，在处理这些问题的同时，已经积累了丰富的经验，形成了成熟的城市管理模式。研究和借鉴他们的成功经验，吸取他们的教训，对建立和完善中国的城市管理模式，都具有一定的理论意义和实践意义。 本文试图通过对发达国家城市管理模式的阐释，探求发达国家在城市管理方面的共性和最新进展，从而能在全球视角下审视中国城市管理，发现中国城市管理方面的不足与缺陷，以摸索中国城市管理前行的道路。 通过对发达国家城市管理模式的比较，总结出了他们的共性，并得出重要启示：最根本的一点就是要构建适合我国国情的城市管理模式，这种模式在内部表现为管理机构设置科学，分工明确，责权明晰。在外部则表现为严格依法管理，引入公众参与，注重城市规划，导入市场机制，运用数字信息技术。最后，笔者根据城市管理模式的多样性，提出了城市应走差异化发展的道路。在本文的行文过程中，笔者运用了比较分析、个案分析等方法，力求通过充分的论证，严谨的行文，使本文内容充实，达到一定的学术性、理论性和实践性。就内容而言，本文主要包括四大部分： 第一部分，阐释了城市管理模式的含义，并系统介绍了七种当今发达国家城市管理模式，分析了这七种城市管理模式的特征。 第二部分，总结了七种城市管理模式的差异性，分析了发达国家城市管理模式在体制、形态等方面的共性以及城市管理模式诱发的问题。 第三部分，简单介绍了中国城市管理模式并比较了中外城市管理模式。重点揭示了发达国家城市管理模式对我们的深刻启示：应建立适合我国国情的城市管理模式。提出了继续推进行政管理体制改革，严格依法治市，推动公众参与，注重城市规划，引入经营城市理念，充分运用数字信息技术等具体策略。更多还原

【Abstract】 City is an aggregate of multitudinous resources such as the economy, the population, the information and so on. It goes without saying that the city is very important to a nation. In China, it is more than 50% of the GDP, 70% of industrial product and 90% of the higher education and scientific capability that are concentrated in the cities. The level of urban management is key to the development and stability of whole country. But in the rapid urbanization of our country, the urban management is full of problems, Such as environment pollution, traffic jam, arbitrary construction and destruction, fair absence and so on, which has directly affected the city development, and has delayed the pace of modernization of china. The developed have accumulated rich experience, and have established a mature urban management pattern in dealing with these issues in that urbanization of the developed are earlier than that of us. It has certain significance of theory and practice to establish and improve China’s urban management pattern by researching and learning from their experiences and lessons.This article seeks general character and the latest progress in the urban management of the developed country through explanation of urban management pattern of the developed, so that we can discover deficiencies and problems of urban management of China, try to explore the path of Chinese urban management through examining the Chinese urban management in the global perspective.Through comparison of urban management patterns of the developed, summarization of their general character, and obtainment of the important enlightenment: The most fundamental point is that construction of urban management pattern that suits condition of our country, this kind of pattern in the internal characters scientific establishment of management structure, clear division of department, clear definition of responsibility and power. And it characters management with strict law, introduction of public participation, emphasis on urban planning, induction of market mechanism, and utilization of digital information technology in external.
