我国农村公共物品自发供给若干问题研究

【摘要】 农村公共物品供给总量不足、结构不合理，是制约我国农村经济发展、社会稳定和农民生活水平提高的关键因素。农村公共物品问题的解决依赖于良好公共物品供给制度的建立，但是对于建立何种适合农村发展的公共物品供给模式，学者们却是见仁见智。一般认为，公共物品供给有三种方式：市场化供给、政府供给以及自主组织供给，三种方式各有利弊，不同的主客观条件和公共物品类别决定了农村公共物品供给方式的多样化。 本文关注的是农民自发供给公共物品问题，结合具体案例，对社会资本在农村公共物品供给中的正负作用进行了分析。全文共分四大部分：第一部分主要分析农村公共物品自发供给中的路径依赖，通过对我国农村公共物品供给制度变迁过程的回顾，指出自古以来我国农村公共物品供给的本质就是农民自发供给公共物品；第二部分论证了我国农村公共物品自发供给的行动基础，明确社会资本是推动农村公共物品自发供给的关键因素，但社会资本的消极影响也不容忽视，社会资本的局限性导致农村公共物品自发供给的供给范围十分有限；第三部分指出我国农村公共物品自发供给的功能定位，即公共物品自发供给对我国农村公共物品供给、村民自治和农村经济发展的促进作用；最后，对我国农村公共品供给模式的完善提出设想，通过建立以政府为主导、农民自发供给为辅的供给模式，为解决我国农村公共物品供给短缺难题提供一种思路。更多还原

【Abstract】 Shortage supply and an irrational structure of rural public goods constraints on China’s rural economic development social stability and the improvement of fanners’ living standards. The solution of rural public goods problems depends on the establishment of good supply system of public goods but scholars have different opinions about which model of rural public goods supply is suitable for development of rural areas. It is generally believed that there are three ways for the supply of public goods : market supply, government supply and the supply of independent organizations. Every way has its advantages and disadvantages. Different subjective or objective conditions and the category of public goods decided that the supply of rural public goods should use different patterns.This articles concerns the spontaneous supply of public goods and comprehensively analyze the role of social capital in supply of rural public goods with specific cases. The text is divided into four parts : the first part is the analysis of the spontaneous path in supply of rural public goods and noting that even since ancient times the nature of supply of China’s rural public goods is the spontaneous supply of public goods. This conclusion depends on recalling the change of supply system process of China’s rural public goods. The second part proves that the action basis of spontaneous supply of rural public goods and clearly promotes social capital in rural public goods is a key element of spontaneous supply. But the negative effects of social capital can not be overlooked This part reminds that the limitations of social capital in rural public goods led to the scope of spontaneous supply of rural areas is very limited. The third part notes that functions of the spontaneous supply of our rural public goods namely spontaneous supply of public goods supply is good for China’s rural public goods. Finally I suggest that perfect the model of China’s rural public goods. We need to establish a supply mode, which the key factor is government-driven; the secondary factor is farmers’ spontaneous supply. I hope this model will supply a solution to shortage supply of China’s rural public goods.更多还原
