科学技术持续发展的理论研究

【摘要】 当今时代,人类社会步入了一个科技创新不断涌现的重要时期。科技竞争已成为国际综合国力竞争的焦点。谁在知识和科技创新方面占据优势,谁就能够在发展上掌握主动。世界各国尤其是发达国家纷纷把科技进步和创新作为国家战略,加快科技事业发展,在科技竞争中争取主动权。作为发展中国家,我国科学技术的总体水平同世界先进水平相比仍有较大差距,科技竞争实力整体上仍处于世界中等偏下发展水平的地位。为此,我国既要顺应世界科技发展的潮流,遵循科技规律,又要紧密结合国情和国家战略需求,选择顺应时代要求、符合我国实际的发展道路。因此,研究我国科学技术持续发展问题,具有重大的现实意义。本文以马克思主义哲学和科学发展观为指导思想,理论联系实际,综合应用了系统分析法、比较研究法、归纳研究法和文献资料法等方法,在吸收国内外专家学者研究成果的基础上,提出加快建设国家创新体系就是对我国科学技术持续发展的新探索,并认为实现创新要素之间的有效联动,国家创新体系就能发挥最大化的功能和作用,科学技术就能持续发展的研究结论。为此,第一章从我国科技竞争力的现实出发,提出科学技术持续发展问题,得出解决这个问题必须依靠创新的结论。第二章作为理论基础研究部分,阐述了科学、技术与创新的本质联系,提出科学技术的持续发展是科技系统内外部因素通过认识、实践创新活动相互作用的结果。第三章从阐述现代科学技术与经济发展趋势入手,论证了加快建设国家创新体系是推动我国科学技术持续发展的新探索的观点。最后,主要探讨如何使我国国家创新体系中创新要素之间实现有效地联动,提出创新要素有效联动的“动因模式”和“制约模式”,并以中关村的现实例子给予实证。

【Abstract】 At present times, human society enters an important booming era of Science &Technology Innovation. Science &Technology competition has become the core of the nation’s competitiveness. The practice of the world’s Science &Technological development shows that only with predominance of knowledge and Science &Technology Innovation, can a country win the initiative in the development. So, the advancement and innovation in Science &Technology have become national strategies in all countries, especially in the developed countries, in order to accelerate the development of Science &Technology and win the initiative in the international competition at last. But China as a developing country, its overall scientific and technological level still has a biggish gap with the advanced level in the world, and its competitiveness in Science &Technology remains relatively low. So it required that China should find out a developmental way in agreement with Chinese characteristics according to the developmental trend in Science &Technology, following the law of Science &Technology as well as tightly combining the situation and strategic requirement in China. The study on the sustainable development of Science &Technology has important practical significance therefore.Guided by Marxist Philosophy and Concept of Scientific Development, involved some related measures such as the association of theory with practice method, systemic analysis method、comparative method、induction method and literature review, on the basis of the research findings at home and abroad, the paper presents that accelerating construction of National Innovation System is a new exploration on sustainable development of Science &Technology. And only with the realization of effective linkage among innovative factors, can National Innovation System exert its maxima function and Science &Technology develop perseveringly. Therefore, in Chapter 1, the problem about sustainable development of Science &Technology is presented according to the reality of competitive power in Science &Technology in China and then draw the conclusion that the
