【摘要】 金融是现代经济的核心。改革开放以来，随着经济体制改革的逐步深化和市场经济的纵深发展，农村金融在农村经济发展中扮演着越来越重要的角色。农村信用社作为农村合作金融的主体，经过50多年的发展，奠定了其在农村金融体系中的基础地位，是我国农村金融的主力军和联系农民的金融纽带。 然而，中国农村信用社自建立以来，经历了一个艰难坎坷的发展历程，至今未找到一条稳定的发展道路。目前，关于农村信用社的职能定位、产权组织形式、组织体系、行业管理等问题，已成为理论界争论的热点。从实践上看，农村信用社的发展现状不容乐观，其体制弊端日渐暴露，严重影响了信用社自身的发展及支农作用的发挥。 基于以上研究背景，本文从当前农村经济的新情况及为“三农”服务的新要求出发，谋划出我国农村信用社体制再造的整体蓝图，并提出相应的合理化建议。全文由六部分构成。第一部分：导论。介绍本文的研究背景及意义、研究方法及思路，并对现有文献进行综述与评价。第二部分：农村信用社体制再造的必要性。从理论依据及现实要求两方面，阐述农村信用社体制再造是一种必然趋势。第三部分：我国农村信用社发展回顾及制度缺陷透视。通过对我国农村信用社四个阶段发展历程的回顾及发展现状的分析，透视出农村信用社在产权、法人治理、管理体制、经营机制等方面存在的制度缺陷。第四部分：农村信用社体制再造的构想。针对上文剖析的制度缺陷，提出农村信用社体制再造的整体构想，包括再造的原则、总体目标及主要内容。第五部分：农村信用社体制再造模式选择。根据中国农村经济及农村信用社发展的具体特点，对不同地区的信用社提出不同的体制再造模式。第六部分：推进农村信用社体制再造的综合措施。农村信用社体制再造是一项复杂的系统性工程，因此，需要从经济、政策、法律、信用等环境及信用社自身机制建设出发，以推动农村信用社体制的完善与发展。 第四、五部分是全文的重点。通过本文研究，笔者希望能对构建一个有中国特色、稳健运行和持续发展的农村信用社体制提供理论和实践参考价值。更多还原

【Abstract】 With the market economy development and the economic system reform, rural finance plays a more and more important role in rural economy since 1978s. As the main body of rural economy, rural credit cooperatives (RCCs) has been developing for more than 50 years and settles the basic status in china. It is the main force of Chinese rural finance and the financial path attaching to Chinese peasantry.However, there is a long history of turns and twists for Chinese RCCs since its settlement, and up to now it hasn’t found a suitable development road for its own. At present, scholars debate mainly on RCCs in the respects of the function orientation, the property rights form, the organizational system, the manage institution, and so on. In practice, RCCs’s status isn’t pleasing and the problems are obvious, that hinder seriously the development of RCCs and the support for Agriculture, Countryside and Peasantry.In light of the above-mentioned background, this thesis plans the blueprint for Chinese RCCs reconstruction, and puts forward some rational measures, according to the new situation and the new demand of Chinese rural economy. There are six chapters included in this thesis as following.For the first chapter, it introduces the selected-topic’s background, the research means and frame, the documentary summarization and appraisal.For the second chapter, from the aspects both of theory and of practice, this thesis expounds the necessary to reconstruct RCCs’s system.For the third chapter, through applying the developmental course review of Chinese RCCs, the thesis elaborates the problems of RCCs’s system in the aspects of property right, organizational structure, management institution, and so on.For the forth chapter, based on the problems exiting in Chinese RCCs mentioned above, this thesis expounds the conception for RCCs’s system reconstruction.For the fifth chapter, according to the specific stations of Chinese RCCs from district to district, it sets forth the selections of system modes for different RCCs.For the sixth chapter, this thesis puts forward the comprehensive suggestions on promoting RCCs’s system to reconstruct.The later three chapters are the core to this thesis.
