【摘要】 由于渐进式改革开放政策的实施,我国各地区的经济发展水平和市场化程度不完全相同,经济运行中政府介入的程度也存在较大差异,而地方政府财政支出是它们对其地区经济增长发挥作用的主要手段,国外也早有此方面的学术成果——研究地方财政支出与其经济增长的相关性。所以从影响经济增长的地方财政支出这个因素出发,进一步分析其对区域经济增长的影响或作用如何,更显得有一定的现实意义。本文结合内生经济增长模型,从理论和实证两种角度考察地方财政支出对区域经济增长的影响,实证分析的主要方法是用最小二乘法对地区经济增长方程进行线性(OLS)估计,测算方程中地方财政支出总量和支出结构项目的产出弹性系数。测算结果表明目前我国地方财政支出对区域经济影响均为正,但并不是通过显著提高单个生产要素生产率来实现,而是通过提高全要素生产率来实现的;其次地方财政支出结构中科教文卫费用对区域经济增长均为正,说明它们的重要性,行政管理费对区域经济增长均为负,说明其已超过了最优规模,但经济建设支出的影响就有明显的差异性;最后提出相应的完善地方财政支出改革与管理的建议。由于体制背景、经济数据的可获得性以及指数平减过程误差的缘故,本文在分析经济变量之间关系的经济计量检验方面存在一定的偏误,但这并不影响研究结论的总体可靠性。本文在既有资料的基础上把财政支出对经济增长的影响从全国范围具体到区域或省级政府,并得出相关的明确的结论。当然笔者水平有限,在完善地方财政支出与改革方面,目前只能提出一些初步浅显的建议,仍需继续探讨。更多还原

【Abstract】 Because the opening policy of gradual innovation is brought into effect, both of the level of economic development and marketing degree are incompletely same in every region of our country. There is also obviously different on the extent of government intervention to each region economy. Moreover the local expenditures are the main measure when it exerts actions to each region economy. There are many learning researches about the relativity between the local expenditures and its economy in foreign countries. Therefore, from another angle of the local expenditures infecting economic development and analyzing how or what it infects regions economy, it is much more definitely real signification.Combining a model of endogenous growth, it researches the influence on the local expenditures to regions economy in both theoretic and demonstrational ways in this study. The main method of the demonstrational analysis is the least two multiplication method, i.e. OLS estimation for an equation of the local economic development. The outcome is that, which is all positive on the local expenditures infecting their regions economy at present, but it is implemented from enhancing TFP, not from obviously elevating single productive factors. Posteriorly, it is all positive of the science, education, civilization, sanitation expenditures in its configuration of the local expenditures. So there are very important to regions economy. The administrational expenditure is all negative, which interprets that it has exceeded its best scale. Yet there are some obvious differences about the economic building expenditure in each region.
