【摘要】 随着中国城市化的迅速推进、市场经济的逐步建立和政府职能的转变，现行的行政区划表现出诸多方面的不适应性，而这其中，又以市制受到的冲击最大。论文在宏观分析国内外市制研究的理论与实践的基础上，通过总结南京市行政区划体制演变的过程，评价现行行政区划体制的特点和问题，分五个层面对南京市行政区划体制改革进行了探讨，以期充实市制的理论研究，并为南京市行政区划体制的改革提供一些思考。 本文主要分为以下五部分： 第一部分，前言。首先对行政区划的概念和基本特征进行介绍，然后对市制、城市、建制市三个概念进行辨析，对市域、市辖区、市区、郊区几个概念进行辨析和界定。最后提出本文的选题背景、研究意义、研究思路和框架。 第二部分，国内外市制研究的理论与实践。首先介绍了市制的理论基础，然后对比分析中国与西方发达国家的市制特点，从宏观上综述国内市制的研究现状、西方发达国家大都市政府的研究历程和趋势，最后总结出中国市制的改革目标和改革趋势。 第三部分，南京市行政区划体制演变过程分析。对1949年前南京市的行政区划体制沿革进行梳理并分析特点，将1949年以来南京市行政区划体制的演变过程进行阶段划分，并分析总结其特征和演变的规律。 第四部分，南京市行政区划体制的现状评价和改革原则。南京市现状行政区划存在的问题是：现状市域面积仍然偏小；行政区与经济区不相协调；市区各区管辖幅度差异显著，市、区两级政府职能不明确，基层政区自治能力弱。在此基础上，对撤县设区、市管县和乡镇撤并等市制改革模式进行了评价。基于现行行政区划体制存在的问题，分析了南京市行政区划体制改革的宏观背景、作用和改革原则。 第五部分，南京市行政区划体制改革探讨。论文从都市圈、市域、市区、县域、乡镇五个方面对未来南京市行政区划体制改革进行探讨。基本结论为：(1)都市圈层面。通过对国内都市圈行政组织和管理体制改革的两种不同观点的比较分析，建议增设南京为直辖市，并从历史背景、未来发展和现实条件三个方面分析了增设南京直辖市的必要性、可行性和作用。在增设南京直辖市之前，建议运用城市管治理念，成立一个跨界职能的“南京都市圈发展协调管理委员会”作为过渡模式，并对该机构的职能、工作方式和主要任务等进行了分析确定；(2)市域层面，根据行政区与经济区关系原理和空间相互作用原理，基于句容市与南京市的历史渊源相近、地理位置相邻、经济协作密切和双方政府的积极推动等有利条件，建议将句容划归南京市管辖；(3)市区层面，根据层次与幅度关系原理，建议在城区建立行政区-社区管理新体制，在此基础上，转变政府职能，精简区级政府机构，提高行政效率，降低行政成本。郊区层面上，建议针对撤县设区后出现的问题对其进行完善，建议设立江北两区开发协调委员会；(4)县域层面。首先对撤县设区、整县改市和省直管县三种改革模式在两县的适用性进行分析，然后提出两县行政区划体制改革的创新模式-县下设市(镇改市)模式，并分析了这种模式在我国的适用性和两县采取此种模式的条件；(5)乡镇层面。建议对郊县乡镇实行片区管理模式，重点发展片区中心镇，并在此基础上进行乡镇撤并。更多还原

【Abstract】 Along with rapid advancement of Chinese urbanization, gradually establishment of market economy and functional change of Chinese government, present administrative division(AD) shows its unsuitability strongly, and city system(CS) is influenced mostly. Based on the macroscopical analysis of the theory and practice of domestic and foreign city system, through the summary of the evolutional course of the administrative division system(ADS) and the estimate for present ADS in Nanjing, this paper discusses the innovation of ADS in Nanjing from five aspects, in order to enrich the theory research of city system and propose for the innovation of ADS in Nanjing.The paper is mainly divided into five parts:Part I Preface. First, it introduces the concept and characteristic of AD, and then distinguishes the concept of CS, city and the organic city, at last brings forward the research background, research significance and research frame of this paper.Part II The theory and practice of domestic and foreign CS. The theory base of CS is introduced first, then compares and analyzes the characteristics of Chinese and Western developed countries CS, summaries present research situation of domestic CS as well as metropolis government’s research course and tendency in Western developed countries macroscopically, finally sums up the goal and tendency of CS innovation in China.Part III The analysis of evolutional course of ADS in Nanjing. After combing and analyzing the innovation of ADS before 1949, the evolutional course of ADS from 1949 in Nanjing is segmented, and the characteristics and the evolutional laws are got.Part IV The estimate for present ADS and principle of innovation in Nanjing. Through the estimate for ADS of 2004 in Nanjing, it indicates some problems of present ADS. On the basis of the problems, the paper analyses macroscopical backgrounds、 effects and principals of innovation of ADS in Nanjing.Part V The discussion on the innovation of ADS in Nanjing. The paper discusses the future innovation of ADS in Nanjing from five aspect- metropolis circle of Nanjing, region managed by city, the city zone, counties, towns. The basic conclusions are as follows: (1) After comparing and analyzing two different ideas about innovation of administrative division system in metropolis circle, the paper suggests that Nanjing should be setup as zhixiashi, and then analyzes the suggestion’s necessary、 feasibility and effects from the following aspects --history background, future development and realistic conditions. The paper also proposes that before Nanjing becoming zhixiashi, as a transition, a Development Coordination Committee of Nanjing metropolis circle should be founded by using the idea of urban Governance.
