构建和谐社会背景下我国政治沟通机制研究

【摘要】 政治沟通理论是西方现代政治学尤其是美国政治学发展的产物，作为一种重要的政治学的分析方法，政治沟通理论不仅具有历史的、理论的、逻辑的和功能的合规律性，同时也具有服务现实的合目的性。虽然受到后行为主义政治学革命的影响和冲击，然而政治沟通理论以其独特的理论视角，却已成为学术史上不能忽视的里程碑，并随着实践的发展理论体系不断得到完善，从而焕发出新的生命力。我国对政治沟通理论的研究起步较晚，因此在契合我国社会主义建设的现实诉求以及指导实际的政治运行中政治沟通机制的构建和完善方面显得力不从心。 文章中是遵循这样一个思路和逻辑：我们首先探讨政治沟通机制的合目的性，具体说来，构建社会主义和谐社会的理论和实践双重呼唤一种民主微观机制的预期功能的释放，这种机制，依据历史和逻辑高度一致的基本原则，具体指的是政治沟通机制。而探讨政治沟通机制，就必须对政治沟通理论的相关问题进行探究。我们还对政治沟通分析方法进行辩证评估，据此我们认为，政治沟通理论也同样适用于分析和探讨中国的现实问题，同时也会为中国的各项建设尤其是构建社会主义和谐社会的伟大实践提供新的分析的视角和解决问题的突破口。基于理论与现实的双重诉求，我们尝试着构建一种政治沟通机制的理论模型，以这种政治沟通机制理论模型为工具，我们去考察20世纪80年代中期前后中国的政治沟通机制的主要弊端以及新发展，同时也考察了构建社会主义和谐社会背景下我国的政治沟通机制存在的主要问题并对导致这些问题的深层次的体制和文化等诱因进行详尽的学理剖析，在此基础上我们提出了完善我国政治沟通机制的实现路径。更多还原

【Abstract】 The political communication theory is the product of the development of western modern politics in particular the US politics.As one kind of important analysis method of politics, the political communication theory not only has the historical, theoretical, the logic and the functional rule, simultaneously also has the goal to serve the needs of the reality. Although impacted by the Postbehavioralism politics revolution, the political communication theory has actually become the milestone in the history of learning that cannot be neglected because of its unique theory angle of view, and the theory system obtains the consummation along with the development of the practice unceasingly, thus it glows the new vitality. The political communication theory research in our country started very late; therefore it lacks the ability to do what one would like in the aspects such as meeting the demands of our socialist construction as well as instructing the construction and consummation of the political communication mechanism in the actual politics movements.The article follows this kind of thinking and logic: We first discuss the goal of the political communication mechanism, specifically mentioned, the theory and the practice of constructing the socialism harmonious society both summons one democratic microscopic mechanism to release the anticipated function, this kind of mechanism, on the basis of basic principle that the history and the logic is highly consistent, it specifically refers the political communication mechanism. But discussing the political communication mechanism, we must inquire into the related questions of the political communication theory. We also carry on the dialectical appraisal to the political communication analysis method. According to the above, we believe that the political communication theory is also similarly suitable to analyze and discuss realistic Chinese questions, it simultaneously also can provide the new angle of view to analyze and breach to solve the questions for each Chinese constructions especially the great practice to construct the socialism harmonious society. Based on dual demand of the theory and the reality, we attempt to construct one theoretical model of political communication mechanism, taking this theoretical model of political communication as the tool, we inspect main malpractice of Chinese political communication mechanism around the 1980s intermediate stages as well as recent developments, we simultaneously also inspected main problems that exist in our political communication mechanism under the background of constructing the socialism harmonious society and give the exhaustive scientific theory or principle analysis of the deep causes such as the political system and the political culture and so on .
