论我国行政改革的人本化趋势

【摘要】 人本主义作为一种较系统的思想形态是在14-16世纪欧洲文艺复兴时期才出现的，是对欧洲封建神学的一种革命，并很快成为资产阶级革命的口号和重要的价值观，并成为资产阶级建国的基本价值之一。马克思主义的“全面而自由的发展”观为人本主义注入了科学的内涵。 随着我国社会主义市场经济建设进程的日益加快，行政改革已经进入一个新的历史阶段。党中央审时度势，根据我国社会经济、政治、文化的发展情况，在十六届三中全会高瞻远瞩的提出了“坚持以人为本，树立全面、协调、可持续的发展观”，为我国今后社会的发展提出了明确的战略目标。这个战略目标的提出必然在很大程度上影响到我国行政改革的目标和进程。这个目标体现着中国共产党人在新的历史条件下对于人本主义的深刻理解，完全符合马克思主义关于人民群众是历史创造者的基本原理，符合当代中国国情的实际。坚持以人为本，就是要以实现人的全面发展为目标，从人民群众的根本利益出发谋发展、促发展，让发展的成果惠及全体人民，这是中国共产党人新时期对人本主义的最好解释和实践。本文试图从人本主义的角度分析和探究新时期我国行政改革的趋势，进而提出我国行政改革的方向及应解决的主要问题。 人本主义作为一种普适价值，已经深刻影响到人类生活的方方面面。毫无疑问，这种价值观也已经深入到公共行政管理的方方面面。在我国，二十世纪八十年代以前，由于实行的是计划经济，集体主义价值观被过分的强调和突出，使得作为个人的价值和需求在一定程度上被忽视，人本主义价值在以行政命令为主要的管理手段和集体主义价值观的凸显之下几乎不复存在。随着我国计划经济向市场经济的过渡，个人价值和需求越来越得到承认和尊重，人本主义价值观开始为人们接受和重视并在社会各个方面开始回归。我国的行政管理开始承认并接受人本主义价值。全球化进程的加剧、市场经济的日益完善以及我们党的执政理念的与时俱进都是行政改革贯彻和落实人本主义价值观的动因。“树立全面、协调、可持续的发展观”和构建和谐社会客观上必然要求把不断满足个体的人的需求作为行政管理的重要目标之一。 我国的行政管理中的人本主义改革方向应当选定在树立全面、协调、可持续的发展观，强化政府的发展职能、建设服务型政府、转变管理理念、大力推进民主行政和依法行政、大力推进制度创新等几个方面。人本主义价值观在行政管理中表现在多个方面。落实人本主义价值观必然要求行政管理的职能、手段、设施、制度等方方面面更多还原

【Abstract】 Humanism took one kind compares the system the thought shape is only then appears in 14-16 century Europe Renaissance time, is to the European-feudalism theology one kind of revolution, and very quickly becomes the bourgeois revolution the slogan and the important values, and becomes one of bourgeoisie founding of the nation basic values.The Marxism "was comprehensive but the free development" the view to pour into the science connotation for humanism.Speeds up day by day along with our country socialist market economy construction advancement, the administrative reform already entered a new historical stage. The Central Party Committee sizes up the situation, according to our country social economy, political, the cultural development situation, took a long-range approach at 16 session of Third Session to propose "persisted humanist,comprehensively set up, coordinated, sustainable ", proposed the explicit strategic target for our country next society’s development. This strategic target proposed affects inevitably in the very great degree our country administration reform goal and the advancement. This goal is manifesting the Chinese Communists under the new historical condition regarding the humanism profound understanding, conforms to the Marxism about the people is the historical inventor’s basic principle completely, conforms to the Contemporary China national condition reality. Persists humanist, is must take realize human’s full scale development as the goal, embarks from people’s basic interest seeks the development, presses the development, lets the development the achievement benefit and all people, this is the Chinese Communists new time to the humanism best explanation and the practice. This article attempts from humanism angle to analyze and to inquire into the new time our country administration reform the tendency, then proposed our country administration reform direction and should solve main question.Humanism took one kind of general value, already profoundly affected the aspects which lived to the humanity.
