我国生态文明与生态城市建设研究

【摘要】 众所周知，当今困扰世界的三大“过剩”问题一人口过剩、技术过剩、消费过剩，在城市建设和发展的过程中凸现出来，要解决这一根本的问题就必须从生态文明理论的指导下入手。城市建设对人类生存环境产生影响，给人类的健康和生存带来了极大的威胁与危害，人类不得不对城市的发展进行深刻的反思。因此，生态文明已经成为改变人类与自然关系的主导力量。生态城市是通过倡导生态理念，采用生态技术，建立生态化产业体系，从而达到社会、经济、环境的可持续发展，实现自然生态平衡、人文生态和谐的城乡统一体。 从可持续发展的角度出发，利用生态学和社会学的观点，论述生态城市的内涵，提出科学的城市规划、合理的城市评价指标体系、完善的城市管理制度，强调只有自然生态、人文生态两手抓才能真正实现经济、社会、环境的全面发展。 鉴于此，本文对生态城市建设的相关问题进行了深入研究。先从理论角度对生态城市的概念、特征、创建要求进行分析，接着对生态城市建设的理论依据与基本原则、内容与策略、评价与调控进行详细论述，最后指出生态文明指导下的城市建设才是城市可持续发展的出路。 全文约四万字，除结束语外，共分为四个部分： 第一部分为引言。首先介绍了生态文明历史背景和国内外生态城市建设研究的现状，接着引入了生态文明的概念和特征，提出了生态城市建设的理论依据和应遵循的基本原则，最后提出了生态文明倡导创建生态城市。 第二部分论述了中国城市发展的趋势，在此基础上提出生态城市建设是城市建设的必然归宿。论述了生态建设的各个理论，并在此指出生态城市建设的困难。 第三部分提出了生态城市的定义和内涵以及生态城市的基本特征。以和谐性、高效性、持续性、整体性和区域性作为生态城市建设原则。 第四部分提出了生态城市建设的途径为建设生态节约型社会，另外，发展城市循环经济和技术生态化也是生态城市重要的途径，最后提出生态城市建设必须有强有力的法律法规的保障。更多还原

【Abstract】 As everyone know, there are three "overs" problems, namely, over-population, over-technology and over-consumption appear during the process of city construction and development. To solve these problems should start with the guide of ecological civilization. City construction has a great influence on the living environment of humankind, which impact great threat and harm on the health and existence of humankind. Our humankind has to think very carefully about the development of city. Therefore, ecological civilization has become a leading role in changing the relationship between humankind and nature.The concept of ecological city is to realize the harmonious relationship between nature and human by adopting ecological technology and establishing ecological industry system. From angle of sustainable development and by using knowledge of ecology and sociology, this paper discusses the connotation of ecological city and brings forward scientific city planning, reasonable city evaluating index system and city management system. It is emphasized that all-around development of economy, society and environment could be realized by grasping nature ecology and humanity ecology at the same time.The relevant problems of ecological city construction are studied in this paper. Firstly, this paper analyzes the concept, features and construction demand of ecological city. Secondly, this paper discusses the detail of theoretic evidence, basic principles, content and strategy, evaluation and monitoring of ecological city construction. In the end, it puts forward that the city construction guided by ecological civilization is the way of sustainable development of city.There are forty thousands words in this paper, which includes four parts except conclusion:The first part is the introduction. It introduces the historical background of ecological civilization and the status of study on ecological city construction in and abroad. It puts forward the concept of ecological civilization and sparkplugs build ecological city.The second part discusses the trend of Chinese city development. On this basis, it concludes that ecological city construction is an end-result of city construction. It also points out the difficulties during the construction of ecological city.The third part describes the definition and connotation of ecological city and basic features of ecological city. It puts forwards principles of ecological city construction, namely, harmoniousness, high efficiency, sustainableness, integrity and regionality.The fourth part puts forwards that the way to construct an ecological city is to build an ecological thrift society. In addition, developing city cycle economics and technological ecological change are also important ways to construct ecological city. In the end, it brings forwards that ecological construction must be protected by strong and strict laws and rules.更多还原
