【摘要】 我国现行的人民币汇率制度是单一的、以市场供求为基础的、有管理的浮动汇率制度。这种建立在强制性结售汇基础上的管理浮动汇率制度安排在外汇体制改革初期对我国的经济金融的稳定和发展起到了积极作用。2005年7月21日起，我国开始实行以市场供求为基础、参考一篮子货币进行调节、有管理的浮动汇率制度。但这是在外汇收支持续大额顺差、国际收支严重失衡等情况下被动作出的，而且一篮子货币的选择及权重、篮子货币的参考程度等没有确定，盯住一篮子货币似乎没有迈出实质性的步伐。随着我国经济的高速发展、综合国力的日益提高、对外开放的不断扩大，现行人民币汇率制度面临着新的挑战。因此，有必要改革现行的人民币汇率制度，深化人民币汇率的形成机制。本文在回顾国内外有关汇率制度理论的基础上，研究我国现行人民币汇率制度在实际运行过程中所存在不足及其对我国经济金融所产生的影响，并提出我国人民币汇率制度改革的政策建议。本文在内容上主要分为四个部分，第一部分是介绍研究的目的和意义，国内外研究状况，简要阐述本文的研究内容和分析框架。第二部分是本文的理论基础，主要回顾了国内外有关汇率制度选择方面的理论。第三部分客观地评价了现行人民币汇率制度在我国改革开放和经济金融发展过程中发挥的积极作用，及其在经济的进一步发展过程中起到的制约作用，并利用大量的数据实证检验了现行人民币汇率制度已经不能适应我国进一步实行对外开放和经济发展的需要。第四部分在前文分析的基础上，指出了人民币汇率制度改革的方向及应采取的政策措施。本文认为，人民币汇率制度改革的长远目标是浮动汇率制度，但目前应根据我国实际，渐进地改革人民币汇率制度。更多还原

【Abstract】 The exchange rate system of RMB is a floating system, which is single, based on the supply and demand of the market and controllable. This system has made a great contribution to the development of economy and finance of our country. However, this exchange rate system cannot adapt itself to the farther development of economy. Even more, it has hampered the development of economy. Therefore, it is very necessary to reform and deepen the exchange rate of RMB. This paper mainly studies the limitation of the exchange rate of RMB and gives some measures to the reformation of the exchange rate of RMB. This paper includes four parts. The first part is the basis of the selected title , the present study studying frames are introduced . The second part theory is the base of this paper. It reviews the theory about the choice of the exchange rate. The third part objectively evaluates the active effect the exchange rate of RMB has brought to the development of economy and finance and the negative effect it will result in. The fourth part gives the reform direction of the exchange rate of RMB and some measures. This paper figures that the direction of the exchange rate of RMB is the floating system. But we should reform the exchange rate of RMB gradually.更多还原
