市场环境下电网的输电阻塞管理研究

【摘要】 随着电力市场化改革的深入发展,开放的电力市场要求保证市场竞争的自由度,然而输电线路的有限传输容量极大地限制了这种自由。由于电源和负荷的分布不匀以及任意一笔交易的电量和传输路径均具有不可预测性,使得某些线路发生输电阻塞。有效的输电阻塞管理对电力系统的安全运营和电力市场的长期稳定发展有着重要的作用和意义。文章对电力市场环境下电网的输电阻塞管理在现有研究的基础上有了更进一步的发展。首先,对输电线路的最大输电容量TTC和可用输电容量ATC的概念、计算模型及求解进行了分析,TTC和ATC的准确求解为输电阻塞管理提供了输电网的网络信息,是实施输电阻塞管理的前提。然后,将可中断负荷引入到输电阻塞管理中,对其在电力联营体交易市场模式下输电阻塞管理中的应用进行了全面阐述;市场风险的规避是输电阻塞管理中需要考虑的重要内容,本文将基于潮流的输电权、金融型输电权及输电期权引入到输电阻塞管理中,阐述了其基本概念以及在双边交易市场模式下的具体实施,为市场参与者提供了规避价格风险的有效手段;阻塞费用的合理分摊是输电阻塞管理中的重要内容,本文提出了一种基于阻塞线路潮流组成分析的阻塞费用分摊新方法。文章最后,从机会成本角度分析了长期阻塞线路的阻塞达到何种程度时该考虑扩建或新建线路用于消除阻塞,简要介绍了电力市场环境下电网规划面临的挑战及其基本思路,并提出了改进的基于阻塞灵敏度因子的电网规划方法,发展和丰富了电力市场环境下电网的输电阻塞管理研究。

【Abstract】 As the power market turns to reform of go deep into development, the liberal power market requests the freedom degree of market competition, however the limited transmission capacity of line to limit this kind of a freedom biggest. Transmission congestion happened in some lines because the generator and load is distributed not and all, electricity measures and transmission path of a power deal is uncertain. Effective transmission congestion management has an important function, the meaning to the safe of power system and the long-term, stable development of power market. The paper has a farther development in power network transmission congestion management in power market environment based on existing study. At first, the concept, compute model and its solution of the TTC (Total Transmission Capacity) and ATC (Available Transmission Capacity) is analyzed in the paper. The accurate solution of TTC and ATC provide network information of power network for transmission congestion management. Then, interruptible load is introduced into transmission congestion management in the paper. The paper discusses the application of interruptible load to transmission congestion management in power pool market. Market risk of evade is very important in transmission congestion management. The FGR(Flow Gate Right), FTR(Financial Transmission Right), TO(Transmission Option) are introduced into transmission congestion management, its concept and implement in bilateral market are discussed in the paper. It provides the valid means of evadable price risk for the market participant. The reasonable allocation of congestion cost is very important in transmission congestion management. The paper proposed a novel methodology for allocation of congestion cost based on the line flow analysis. Finally, the paper analyzes transmission congestion to the line attain over a long period of time what degree should consider an extension or build a new line to eliminate congestion, from opportunity cost angle. The paper gives a presentation on the challenge that transmission network planning faces and its basic way of thinking in power market environment. The paper also proposed a methodology for transmission network planning based on reformative congestion sensitivity indices. It develops and enriches the research of power network transmission congestion management in power market environment.
