电力需求侧管理模式的研究

【摘要】 随着我国经济的发展,电力能源瓶颈显得愈发突出,特别是近10年以来,负荷的增长速度大于电量的增长,导致负荷率下降,峰谷差加大,为电网调峰及经济运行带来困难。如果单纯为了全年某些时段的负荷高峰去增加投资新建电厂,则有可能造成投资的大的浪费。因此,推动需求方的节能节电成为了我国电网发展的当务之急。 电力需求侧管理(Power Demand Side Management,简称DSM),是当前国际上推行的一种先进的资源管理技术,其通过采用合理的激励诱导手段,引导用户自觉科学高效用电,从而达到移峰填谷、节约电能的目的。本文对需求侧管理模式进行了全面详尽的分析与研究,为DSM工作的展开提供了重要的参考依据。 论文首先对国内外需求侧管理的成功模式进行了深入调查,分析了需求侧管理推广应用的潜力;可中断负荷管理是DSM的一项重要的举措,文章从可中断负荷的概念出发,结合现阶段的国情,总结出了适于采用的可中断负荷合同内容和实现方式,创新性地将可中断负荷引入了电网调度领域,为电力市场条件下的阻塞管理提供了新的思路;分时电价是移峰填谷的一种重要手段,文章在对分时电价制定应用原则分析的基础上,提出了一套适用于电力市场改革机制的分时电价模型,为市场化改革后电价体系的构建提供了参考;论文结合湖南电网的现状,系统分析了可中断负荷和分时电价在湖南省的实施步骤,并对绿色照明等五种节电措施进行了较为全面的成本效益分析,为湖南电网的DSM规划提供了依据。

【Abstract】 Along with the economic development of China, the bottleneck question of energy will be more outstanding, especially since the past 10 years, the growth rate of load is greater than that of the quantity of electricity, which makes the load rate of electric network drop down, peak valley disparity increase. This will bring difficultly for peak transfer and economical operation of electric network. To slove this problem, increasing only the investment of electric power plant will cause extreme waste of energy, so it is important to carry out energy-conservation on the demand side.Power demand side management (DSM) is internationally fashionable resource management technology, through adopting reasonable hortative instrument, it can lead the power consumers to change their power consuming mode so as to be beneficial to flat the load curve. In this paper, demand side management mode is analyzed in detail, which provides important reference to DSM.Firstly, based on comprehensive investigating on the advanced experience in other province or overseas, this paper presents the potential of implementing DSM. Interruptible load management (ILM) is an important field of DSM, on the basis of the principle of ILM, combining with the actual environment, this paper introduces the interruptive load contract and its mode, and firstly leads the interruptive load into dispatching field, which offers new idea to power transmission congestion management in the electricity market. Time-of-use (TOU) power price is one of the effective measures in DSM, with the analysis of its principle, a new TOU power price model which adapts to the innovation of power market is developed, which provides the basis to build the power price. Combining with actual situation of Hunan power network, this paper analyse the steps carrying out ILM and TOU power price in Hunan province, five technologies such as green light also have been selected to give technical and economic analysis, which can effective coach the DSM programminig of power system in Hunan province.
