西安都市圈发展战略研究

【摘要】 区域经济集团化特别是大都市圈化已经成为世界经济发展的一个重要趋势。各区域通过以资源共享、利益共赢为特点的区域协作追求最佳的规模效益。在此过程中，大都市圈逐渐兴起，都市圈模式已成为我国经济发展的主导模式，长三角大都市圈、珠三角大都市圈等已成为领跑中国经济的先锋队。陕西省与国内其它省份相比，经济发展缓慢，其中一个根本原因就是都市圈作用不突出。因此，本文用都市圈的理论研究陕西省的都市圈建设，以顺应区域协作的新潮流，促进关中经济带建设。 本文以都市圈理论为基础，论证了构建西安都市圈的必要性和可行性，在划分西安都市圈空间范围的基础上，制定了西安都市圈的发展战略以及促进都市圈建设的政策措施。论文首先分析了都市圈的相关概念和理论，为本文研究建立了理论框架。其次进行了国内外都市圈发展模式研究，重点分析了国内的长三角和珠三角都市圈发展模式，总结了都市圈发展的一般规律。然后从区位条件、交通状况、产业基础与存在问题等方面分析了以西安为中心100公里半径区域内城市的发展现状，论证了构建西安都市圈的可行性。接着运用分形理论论证了西安和咸阳作为核心城市进行联合计算的可行性，在此基础上运用潜力理论和引力公式计算了西安和成阳与它们周边地区的经济联系，从而确定了西安都市圈的空间范围。最后提出了西安都市圈发展战略：确定了战略目标和步骤，以及指导思想；制定了空间组织战略、产业布局战略和交通基础设施战略；提出了促进西安都市圈发展的几点建议措施。更多还原

【Abstract】 Regional economy collectivization, especially the formation of metropolitan circle has already become an important trend in the development of world economy. Every region seeks for optimum scale benefit through regional cooperation characterized by sharing resources and benefits. In this process, metropolitan circle has been growing rapidly and the metropolitan circle pattern has become the leading pattern of economy development. At present, Chang Sanjiao metropolitan circle and Zhu Sanjiao metropolitan circle have been pioneers of China’s economy. But comparing with other provinces, Shaan Xi province has a slower pace of development and maybe one of the reasons is that its metropolitan circle has not worked effectively. Thereby, theory of metropolitan circle is employed in this paper to research Xi’an metropolitan circle in accordance with the trend of regional cooperation and to accelerate development of Guan Zhong economical belt.On the basis of metropolitan circle theory, the necessity and possibility for developing Xi’an metropolitan circle is discussed. After measuring its boundary, the development strategy and several corresponding suggestions are proposed. First, correlative concepts of metropolitan circle are analyzed to establish a theory frame. Second, the development patterns at home and abroad are researched, with especial attention to Chang Sanjiao pattern and Zhu Sanjiao pattern, and general rules of metropolitan development are summarized. Third, from the aspects of location condition, traffic condition, industry foundation and existed problems, it is analyzed that the area around Xi’an within 100-kilometer radius. On the basis of this, the possibility for developing Xi’an metropolitan circle is demonstrated. Fourth, fractal theory is applied to demonstrate the feasibility of jointly calculating two core cities, Xi’an and Xian Yang. Potential theory and gravitation model are adopted to measure the economical relationship between Xi’an and Xian Yang and their respective surrounding areas, thus the space boundary of Xi’an metropolitan circle can be confirmed. Finally, development strategy of Xi’an metropolitan circle is proposed including strategic goal, approach to the strategy and rudders, as well as space organization strategy, industry distribution strategy, traffic infrastructure strategy and several corresponding suggestions.更多还原
