【摘要】 BOT(Build建设-Operation经营-Transfer移交)项目融资模式是近年来被世界上许多国家采用的新型基础设施投资方式。目前国内学术界对BOT项目融资理论进行了很深入的研究,并且成功的BOT融资案例也很多,但绝大多数探讨的是高速公路、电厂、桥梁等工程类项目,以房地产基础设施项目为主要研究对象的成果并不多见。由于目前老年公寓需求量不断增加,同时政府财政在老年事业上的投资不足,本文设想通过BOT项目融资方式来建设老年公寓。在融资模型中,政府授予项目公司特许经营权,特许项目公司在政府行政管辖的区域内建设并垄断经营老年公寓项目,项目公司在特许期内负责老年公寓项目的设计、融资、建设和运营,并从中回收成本、偿还债务、获取利润,特许经营期结束后项目公司将老年公寓所有权移交给政府。本文第一章阐明了本文的选题意义并概述了老年公寓的现状。老年公寓的现状是:一方面老年公寓的需求量不断增加,另一方面老年公寓的有效供给不足。本文第二章在简单介绍BOT项目融资基本理论的基础上,解释了采用BOT项目融资方式建设老年公寓的动因。在理论上表明了BOT项目融资完全可以运用到老年公寓的建设运营中来,并且在多种融资途径的选择中,BOT项目融资是一种较优的选择。在第三章中,本文创建出老年公寓BOT项目融资的模型以及融资更多还原

【Abstract】 BOT Project Finance is a new operational mode about investment on the infrastructure in many countries. There are many research outcomes about BOT Project Finance in domestic academia, and most of them concentrate on engineering infrastructures such as highway, power plant and bridge. The researches about BOT Project Finance in the real estate are very few.Because the demand of the apartment for the gray-headed has been increasing and the investment by the government is very few, this article assumes that we can build the apartment by the BOT Project Finance. In the model, by assigning the licensed agreement, the government grants the license of the infrastructure project to the Project Company, the Project Company monopolizes the building and operation of the gray-headed apartment in the administrative district of the government, and the Project Company takes charge of the designing, financing, building and operation in the license term, and compensates the cost, repays the debt, gets the profit. The Project Company will transfer the ownership of the project to the government when the license term is over.In the first chapter, this article explains the actuality of the apartment for the gray-headed, the demand is increasing and the effective supply is insufficiency.In the second chapter, at the base of the theory of the BOT, this article explains the reason why we choose the BOT Project Finance in the apartment for the gray-headed. And this article analyses the reason of building the gray-headed apartment by the BOT Project Finance.
