【摘要】 社会公正，不但深深地植根于人性之中，亦深深地植根于文明社会、市场经济和法治国家之中。它是指社会的一种符合人的本性的、符合社会发展基本宗旨的基本价值观念和准则。其规定着社会成员具体的基本权利和义务，规定着资源与利益在社会群体之间、在社会成员之间的适当安排和合理的分配。 当代中国社会正处于由传统社会向现代社会转型时期。随着社会结构的转化和社会生活的现代化，社会公正问题日益凸现，成为当前我国社会各界关注的热点和难点问题。解析这一问题，必须科学地界定社会公正，正确把握社会公正的内涵和主要内容，并立足于中国社会转型这一特定历史背景，分析当前我国面临的主要社会公正问题，剖析中国社会公正问题凸现的原因，进而探求实现社会公正政府所承担的责任和所应作出的对策。 笔者认为，当前我国面临的主要社会公正问题有两大类：第一，贫富差距的显性化和地区间发展不平衡；第二，卫生、教育和就业不平等现象严重。并从社会的结构和制度体系角度和经济、社会发展的现实角度两个角度分别对转型时期中国社会公正问题凸现原因进行了剖析。最后选取了美国、巴西和韩国作为研究对象，研究国外政府对待社会公正问题的处理方式；并以此为借鉴，探析转型时期我国政府实现社会公正的对策，提出了：加快发展，为实现社会公正创造必要的物质基础；完善市场机制，创造平等氛围；加强国家的再分配职能，建立完善的社会保障体系；给予公平的教育机会；重视“三农”问题，努力增加农民收入和搞好社会主义道德建设六条对策。更多还原

【Abstract】 Social justice, is not only deeply rooted in human nature, but also deeply rooted in civil society, market economy and country ruled by law. It refers to a basic values and norms that are consistent with human nature and the basic purpose of the social development in society. It stipulates specific fundamental rights and social obligations of social members and appropriate arrangements and reasonable distribution for interests and resources among social groups, members of the community.Contemporary Chinese society is in transition from traditional societies to modern society . Social justice issues increasingly become, as current focus and difficult problems which attract attention of our community with the transformation of social structure and modernization of social life .To Explain the problem, we need to scientifically define social justice ,correctly grasp the meaning and the main content of it and analyze the major social justice issues we face now, examine the reason of appearance of social justice issues ,and then, seek to realization of social justice in which the responsibilities government should bear and policy on the basis of the Chinese community in this particular historical background.In author’s view, current social justice issues our country are facing are two main categories : First, the clear gap between the rich and the poor and imbalances among different regions’ development; Secondly, unequal phenomenons are serious in health, education and employment fields. The author respectively examines the reason of appearance of Chinese social justice issues in transition period from two points , namely, the structures and systems of society and the development of society and economy. At last, the author selects United States, Brazil and Korea as research example to study how foreign countries to deal with the social justice issues; at the same time, drawing lessons from it, the author explores responses our country makes to achieve social justice in transition period and puts forward: speeding up development which lays material foundation for achieving social justice; Improving the market mechanism and creating equal atmosphere; strengthening national redistribution functions and establishing a sound social security system; providing fair access to education; taking "three agricultural problems" seriously, striving to increase farmers’ incomes and promoting six socialist ethics responses.更多还原
