中央银行独立性研究

【摘要】 对于当代的中央银行而言,独立性是其最重要的性质,因为这直接关系到一国的中央银行是否真正“名符其实”,是否真正具有制定和执行货币政策的权力,是否将物价稳定作为其货币政策的目标。尽管对于中央银行独立性的研究只是最近20多年的事,但其对各国中央银行制度选择的影响是很大的,许多国家都进行了提高中央银行独立性的改革。而我国自1995年《人民银行法》颁布以来,对于中央银行独立性的讨论也始终是一个热点问题。那么,提高中央银行独立性是否真的具有经济上的合理性?提高中央银行独立性的理论是否有实践层面上的意义?中国的中央银行是否具有独立性?如何有效的提高我国中央银行独立性?这正是本文的主题和要研究的目的。本文共分为三章,第一章概括了中央银行独立性(CBI)的定义和测算独立性的指标,并对中国的CBI进行了测算;第二章则是中央银行独立性的理论、实证和具体的实践分析。第三章根据前面的理论,结合中国实际,对中国的中央银行独立性进行分析,并在此基础之上提出提高我国中央银行独立性的设想。第一章,中央银行独立性的内涵及其测算指标。中央银行的独立性是指一国中央银行在政府指导之下,能够独立的制定和执行货币金融政策,选择货币政策工具,履行货币政策职能,以达到既定的货币政策目标。中央银行的独立性体现在以下几个方面:人事和组织独立性、财务独立性和政策独立性。中央银行的独立性不是指绝对的独立于政府,而是一种相对的独立。测算中央银行独立性的指标很多,本文将众多指标根据其适用的对象不同进行了分类,分为:对发达国家中央银行独立性的测算、对经济转轨国家中央银行独立性的测算和对发展中国家中央银行独立性的测算,并在每一个分类中都选取相应的指标对我国的中央银行独立性进行了具体的测算。第二章,中央银行独立性分析。主张中央银行应具有独立性的理论主要有“时间非一致性”理论和政治经济性周期。所谓“时间非一更多还原

【Abstract】 Regarding the contemporary Central Bank, independence is its most important nature, because this directly relates to whether a country’s Central Bank is truly " worthy of the reputation", whether truly has the formulation and the execution of monetary policy authority, whether regards the price stability achievement as the monetary policy goal. Although research on the Central Bank independence only was recently more than 20 years matter, but it’s influence to the various countries central banking system choice was very big, many countries all carried on enhancing the Central Bank Independence reform. In our country, since "People’s Bank Law" has promulgated from 1995, discussion on the Central Bank independence also throughout is a hot topic. Then, enhancing the Central Bank Independence whether really has the economical rationality? The theory about Enhancing the Central Bank Independence whether has in the practice stratification plane? Whether China’s Central Bank does have the independence? How effective enhances our country Central Bank independence? This is precisely a goal which this article’s subject and research goal.This article altogether divides into three chapters, the first chapter summarizes the definition of Central Bank independence (CBI) and index measuring CBI, and measures China’s CBI; Second chapter is the Central Bank Independence theory, the empirical analysis and the concrete practice analysis. Based on the theory, links to the Chinese reality, Third Chapter carries on the analysis to China’s Central Bank Independence, and above this foundation proposes tentative plan to enhance our country’s Central Bank Independence.First chapter, the Central Bank independent connotation and its measuring index.
