【摘要】 冷战结束后,以重新构建地区和世界新秩序的问题为核心,大国关系步入了新的调整期。美欧同盟关系在战略转型的过程中,美欧间的矛盾与分歧也日益显现出来。而伊朗核问题直接同美欧冷战后的地缘政治战略、军事战略、能源战略、民主和平战略等紧密相关。因此,本文旨在通过伊朗核问题由来、发展与变化的分析,透视美欧之间在伊朗核问题上的战略与战略分歧,剖析产生分歧的表层和深层原因,揭示分歧对美欧同盟关系的影响、对地区秩序的影响、对主要大国关系的影响,从而使美欧对伊朗政策、对伊朗核政策与美欧的中东政策、地区政策和全球政策有机地结合于一起,既揭示出伊朗核问题的复杂性,也力图凸现出冷战后国际关系变化的深刻性、以及美欧关系影响的深远性。更多还原

【Abstract】 After the cold war, the relation between American andEuropean Unions is one of importance world politicalrelations.How the traditional American and European relationsadapts to the post-cold war ,the new circumstances, the new change,the new duty, is affecting local and the international pattern changetrend directly. American and European Union relations are facingstrategic reforming, after the cold war the bilateral respective onbehalf of benefit and the value heavy construction, contradictionand the difference between US and Europe’s appears day by day.Therefore, how we regards American and European thecontradiction and the difference as well as correctly appraises andforecast the American and European relations transforms are linkedwith the direction question, involving directly to local and theworld order rational overhead construction and the strategicchoice.The Iranian nuclear question is closely inter-relatedgeopolitics strategy, the military strategy, the energy strategy, thedemocratic peace strategy between US and Europe. US and Europehave one side directly in the nuclear question solution whichcooperates and coordinates, also have the competition andopposition one side.In the Iranian nuclear question American and European hadcontradiction and the difference, displaying in the representationfor aspect the solution way, method, way difference, in in-depththen manifests US and Europe to rebulid the Middle East order-thestrategic target, the idea, the principle and the standard difference.This kind of difference essentially is the cold war in the Americanand European reconstruction world and the local order question inthe guiding ideology, the value idea, the strategic concept, thepattern of action the opposition and the conflict manifestsspecifically. The central Asia always are the cold war the greatnation contradiction and the struggle polymerization spot, therefore,how in the American and European union’s opposition andcoordinated itself also are coordinates in directly the area with USand Europe the great nation relations, the coordination has thedirect benefit the peripheral great nation relations, the coordinationhas the latent benefit outside the area,the great nation relationsclose connected question.The full text altogether is divided into four parts. First weembarks from the Iranian nuclear question, confesses the Iraniannuclear question origin, the development and the change in the firstpart. There are three stages in Iranian nuclear development course.The second part carries on the analysis to US and Europe’s inIranian nuclear question strategy, points out US and Europe in thenuclear question solution way, in peace use nuclear power, in theuranium concentration activity shift question concrete strategicdifference. The third part is the coming the dialysis US and Europestrategy difference from the surface layer and the in-depth twoaspects to the root. The international pattern change, EuropeanUnion rise with the enhancement, cooperation which maintainsindependence and keeps initiative to realize is US and Europe thelayer reason;But in US and Europe strategic target difference, tointernational mechanism function understanding difference, in safethreat and behavior way difference, values and safety difference,national interest difference then is the American and Europeandifference in-depth reason.
