【摘要】 可持续发展是时代的主旋律,并被确认为我国的基本国策。生态省建设是在省域范围内实现区域可持续发展的有益探索与实践,生态产业建设是生态省建设的重点,其中生态农业又是整个生态产业的基础,所以文明生态村作为生态农业的实践载体显得的尤为重要。本论文的主要研究内容是生态省目标下的文明生态村建设研究,试图从生态经济这个全新的角度研究“农村、农业、农民”问题,从而提出了文明生态村这种全面建设社会主义新农村的典型模式。论文主要从生态经济学和循环经济学角度来考察文明生态村的建设背景——生态省的建设、建设的主要内容、综合效益评价指标及其方法的选择、文明生态村个案分析等内容,主要包括以下五个部分:第一部分引言。首先从理论意义和现实意义两方面介绍了文明生态村建设选题的目的和意义,然后简要概述了关于文明生态村国内外研究进展情况,最后说明了研究的主要内容和研究方法,以及本文的创新之处与不足。第二部分生态省建设。首先从经济发展经历的五个阶段和环境库兹涅茨曲线来论述生态省建设的原因,其次论述了国内外研究与实践概况,包括国内外生态经济理论研究与政策实践两个部分,最后阐述了我国生态省理论建设与制度建设的现状,包括生态省建设的经济学解释与生态省建设的法制保障体系、投资保障体系、科技保障体系等的制度建设。第三部分文明生态村建设。首先是从循环经济及农村自身情况的角度提出文明生态村建设的背景,又分别从生态农业、增强农产品国际竞争力、提高农民素质、促进农业现代化发展、全面建设和谐社会主义等方面论述了文明生态村建设的意义。其次是阐述文明生态村的内涵及特征,文明生态村是经济发展、民主健全、精神充实、环境良好的乡村,在其建设过程中融物质文明、政治文明、生态文明建设于一体,以改善农村人居环境为突破口,全面建设富裕、民主、文明的社会主义新农村,与一般农村相比具有经济结构优化、生态农业产业化发展、合理高效利用资源、人居环境改善、物质文明、政治文明、精神文明、生态文明建设融为一体的特征。再次论述了文明生态村建设的主要内容,分别阐述了生态产业、生态人居、更多还原

【Abstract】 Sustainable development is the main direction of the world, at the same time it is the basic policy in our country. Construction of eco-province is the perfect practice of constructing sustainable development in the province region, construction of ecological industry is the key content of construction of eco-province; however, eco-agriculture is the base of whole ecological industry, so civilized eco-village which is the practice of eco-agriculture is very important. The major content of the essay is construction of civilized eco-village in the object of eco-province, this paper presents the problem of country agriculture farmer from a new angle of ecological economy, so civilized eco-village was put forward which is typical model of construction of socialistic new country.The paper mainly from the ecological economics and recycle economics perspective explicates civilized eco-village’s building background--construction of eco-province, the main content of civilized eco-village, the index system of comprehensive efficiency evaluation and the methods of selection, analysis of civilized eco-village case. The paper is mainly consists of the following five segments:Part I Introduction. First, the paper introduces the purpose and meaning of the selection of subjects of civilized eco-village from both theoretical and practical significance, then the studies on civilized eco-village at home and abroad, and the last part talks about the main content and research methods, the innovations and shortcomings of the paper.Part II Construction of eco-province. Firstly the essay talks about the reason of the construction from the five phases of economy development and environmental Kuznets curve. Then the essay explicates the domestic and overseas general situation of the construction, including two parts, domestic and overseas ecological theory and practice policy, and the general situation construction of eco-province in our country.
