【摘要】 一个国家的经济实力取决于科技进步,科技进步则在很大程度上取决于对信息资源的存取和利用程度。数字图书馆作为国家信息基础设施的重要组成部分,不仅对信息产业的发展具有非常重要的带动作用,而且可以提升整个社会的知识传播利用效率,进一步提升国民素质,提升知识地位。从宏观上来讲,发展数字图书馆还可以通过知识传播间接的提升其他产业的发展动力,从而带动整个国民经济的发展,同时起到弘扬中华文化、消除数字鸿沟等作用。数字图书馆是以技术为基础的,发展数字图书馆的首要条件就是相应技术条件的成熟,因此,相当数量的学者在研究数字图书馆是将相应技术的研发、应用作为主要研究对象。但是,发展数字图书馆还需要面对经济、法律和社会等各方面问题,而在这些问题的研究上相对投入较弱,且相关论述主要侧重于从传统图书馆演变的角度来分析。本文从经济运营角度分析数字图书馆所面临的经济问题,在分析数字图书馆及其运营基本问题的基础上,着重分析数字图书馆的产业发展定位、基本建设运营模式以及数字图书馆应对市场竞争的相关策略等问题,力图为数字图书馆的合理建设、发展提供理论支持。文章从数字图书馆的基本概念入手,介绍了数字图书馆运营的含义、主要内容,进一步全面分析了数字图书馆的产业发展定位、基本建设运营模式,并将管理学较先进的产业结构分析法引入数字图书馆的市场运营策略分析,提出了数字图书馆应向信息服务平台方向发展、分阶段构建建设运营模式以及针对不同竞争力量所应采用的竞争策略,得到了一更多还原

【Abstract】 One country’s economic potentiality is decided by the advance in technology, the advance in technology then is decided to the very great degree by the degrees of the deposit and withdrawal to information resource and its utilization. The digital library, the important constituent of the national information infrastructure, not only has the extremely important impetus function to the information industries development itself, moreover it may promote the efficiency of knowledge dissemination and use in whole society, further promotes the national value, and knowledge status. Macroscopically speaking, the development of digital library also may indirectly promote other industries developmental powers through the knowledge dissemination, thus leads the entire national economy to develop, at the same time it can bring honor to Chinese culture and eliminate digital gap. The digital library is take the technology as the foundation, so the development of digital library takes the corresponding engineering factor maturity as the most important condition, therefore, the considerable amount of scholars in the research on digital library take the corresponding technical research and development, the application as the main research object. But, the development of digital library also needs to face various questions such as the economy, the law and the society and so on, but the relative investment is little in these aspects ofthe research, also the relative dissertation mainly stresses the analysis from the point of the evolution of traditional library. This article analyzes the economic problems which digital library faces from the economical operation, on the base of the analysis of digital library and its basic operation questions found then analyzes the digital library emphatically the industrial development localization, the basic construction operation pattern as well as related strategy which the digital library uses to meet the market competition, tries hard to provide the theory support for the digital library reasonable construction and the development. This article begins with the basic concept of digital library, then introduces the digital library operation meaning and the main content, comprehensively have further analysis on the digital library industrial development localization, the basic construction operation pattern, and it also introduces advanced industrial structure analytic method on the management of school in the market operation strategy analysis of digital library. From this, then it proposes that the digital library should develop to the information service platform, construct the construction operation pattern from different stages direction to as well as takes the relative competition strategy in view of the different competition strength, at last it obtains certainly the valuable research results. That is: from the development of the operating system, Internet and other information service activity etc. to analyze the developmental direction of digital library industry;from the evolution theory of digital library model mechanism to analyze the differentdemands and interests of all benefit communities involved in the various developmental stages of digital library, on this then proposes basic construction operation patterns in each developmental phase of digital library;to analyze each kind of competition strength which digital library faces by using the industrial structure analytic method, then obtains the corresponding market competition strategy. In the creating of the paper the author uses comprehensively many kinds of qualitative and quantitative research methods such as analogy, the data statistics;the tendency forecast, the real example analysis etc. and proposes own view to the operation of digital library from a new angle i更多还原
