【摘要】 近年来,我国道路交通事故越来越多,交通安全问题越来越严重。在全世界发达国家和一些发展中国家道路交通事故处于下降的情况下,国内道路交通事故发生率仍处于上升状态,因此对预防交通事故的研究是非常必要的。针对当前我国道路交通安全的现状、发展趋势和研究重点,结合营口市道路交通安全的实际情况,针对营口市城区道路交通安全问题,确定了论文的研究内容,即营口市道路交通安全预防体系研究。 本文首先对国内外交通安全现状进行比较,得出了我国目前交通安全预防研究领域与国外的差距。从人、车、路、环境等四个方面分析了交通事故的致因,并对道路交通事故的成因进行统计分析,给出了道路交通事故的一般特征。针对道路交通事故的特点,在分析道路交通事故的基础之上,建立了一个道路交通安全预防体系;并对该系统的理论基础、应用技术、管理手段和执行政策进行了总结说明。其次对营口市近年道路交通安全的实际数据进行分析;对营口交通事故进行了时间分布,时空间分布及其它分布的分析,得出营口市交通事故的主要成因,并最终在这个基础之上建立了营口市道路交通安全预防体系。本文还对现阶段的营口道路交通安全的预防工作提出了一些建议。最后,还选取了一些评价指标建立了评价指标体系,对营口道路交通安全预防体系进行了评价。从安全系统工程的角度和在分析当前高事故率的基础之上提出了交通事故的预防和控制措施以确保交通系统安全功能的发挥。 本文以预防交通事故发生的体系理论作为整个研究工作的指导思想。利用对营口市大量交通事故致因因素的分析,从交通事故统计数据中挖掘出其中所蕴涵的本质规律。从交通事故的不同侧面出发,采用不同的方法对其进行有效预测,使决策者能够从不同的角度全面预测交通事故,并建立起预防体系。进而有效控制交通事故的发生,使人员伤亡和财产损失降低到最小或可以接受的范围内,实现真正的本质安全。达到有效改变营口市目前交通事故预防不利的工作局面。更多还原

【Abstract】 In recent years, more and more of our road traffic accidents, traffic safety issue has become more serious. In the developed countries and some developing countries around the world in road traffic accidents in the circumstances, the incidence of domestic road traffic accidents still rising state, and therefore the study for the prevention of traffic accidents is very necessary.
