【摘要】 实践证明,引进项目并做好项目建设工作是促进区域经济社会发展的重要路径。对于相比其他省份综合实力仍较落后的甘肃省而言,项目引进工作显得尤为重要。如何保证项目引进工作在法律的轨道上健康的开展一定程度上关系甘肃省的经济工作能否健康快速的发展。然而,对甘肃省的项目引进工作进行法律方面的系统理论的研究和实证方面的专门研究尚属空白。因此,本文通过大量的材料例证和理论分析,在认真调查研究,总结、分析、归纳甘肃省项目引进的现状及其中所存在的、具有普遍性的法律问题的基础上,运用法理学、经济法学、行政法学、环境资源法学、立法学、法律经济学等多学科的知识和原理,采用社会实证调查、社会统计分析、系统分析、历史考查以及案例分析的方法,有的放矢的提出解决或防范甘肃省项目建设中存在的法律问题的具体对策、原则和建议。以期指导与项目引进有关的单位做好项目建设中的法制工作,优化项目引进法律环境,指导与项目引进有关的单位和个人有效预防“项目陷阱”和项目工作中的违法犯罪现象,从而推进项目建设工作,将项目工作中因法律问题所产生的损失控制到最小,实现项目引进效益的最大化和最优化。更多还原

【Abstract】 It’s proved that project introduction and the work of project construction done well is one of the most important ways which to promote development of regional economy and society. Contrast other provinces , project introduction work is more important in Gansu. How to guarantee project introduction work getting along well in an orbit of law affects the economy of Gansu province .So far, it is blank in the research for project introduction in law with the theory of systematism and demonstration. Therefore, the article puts forward some countermeasures principles and suggestions concretely by a great deal of actualities, practical evidence and academic analysis, which based on the real but general problems by the way of serious research, summing-up, analysis, conclusion, Using the theory of jurisprudence, economical law, administrative law, Environmental Resource Law , legislative law and legal economics etc. In order to guide relative units doing work well and optimize the law environment, to prevent "traps of project introduction" and illegal or criminal phenomena of project introduction. Thereby, we could get the best profits with the least cost in the development of the project introduction.更多还原
