【摘要】 统筹城乡经济社会发展,是党的十六大深刻总结几十年来我们党在处理城乡关系,解决“三农”问题的实践经验上提出的一个全新的思路和方针,它强调城乡互动、协调发展。旅游业综合性强、关联带动性大、劳动密集型产业等的特点决定了其在促进城乡经济发展、缓解就业压力、优化城乡产业结构、缩小城乡差别等方面具有独特的作用,是当前城乡统筹工作的新切入点。 但要充分发挥旅游业在城乡统筹中的特殊作用,首先要将旅游业自身的特点、发展规律与城乡统筹的各项工作有机结合起来,选择符合市场需求发展方向的旅游业发展模式,建立包含政府、市场、资源等要素的系统的动力机制,并使旅游业的发展分层次分阶段的有序进行。 城市带动、乡村旅游、环城游憩是城乡旅游统筹发展的三种主要模式,结合对相关案例的实证分析,本论文分别对每种模式的内涵、路径和措施等进行了针对性的研究。 城市旅游带动模式是现阶段城乡统筹中旅游业发展的主导模式。在对构建此模式的前提条件和充分条件进行分析和论证的基础上,本文根据城市规模和劳动力向旅游业转移方式的不同,分别以青岛市和即墨温泉镇为例对城市带动模式的两种主要类型进行了案例研究,并对城市带动模式构建中应注意的问题进行了探讨。 统筹城乡发展,重点和难点在农村。要彻底解决农村问题,仅靠城市带动不行,必须加快农村地区自身的发展,实践经验表明,发展乡村旅游是一条高效实用的途径。在对乡村旅游特殊作用充分论证的基础上,本文着重对城乡统筹中乡村旅游发展的开发经营模式、动力机制以及其发展过程中应注意的问题和对策进行了系统研究。 环城游憩模式是城乡统筹中发展旅游业的一种特殊模式,往往是在土地租金和出行成本双重力量的作用下,形成于大城市的郊区。对环城游憩模式的构建,本文系统的分析了其发展条件和发展阶段,并对模式构建中应注意的问题及对策进行相应的探讨。更多还原

【Abstract】 The policy that plans for urban and rural areas is a completely new guideline and the sum-up of experience dealing with the relationship between urban and rural areas and "three main fanner related problems" during the past decades, which emphasizes the mutual and harmony development between urban and rural area. As a comprehensive, strongly correlative and labor-intensive industry, tourism industry can effectively accelerate economic development, increase job opportunities, optimize industry structure and reduce the gap among urban and rural areas. So, it should become a new cutting point to plan for urban and rural areas. However, in order to exert the above effects put forward by tourism industry, we must connect tourism industry’s characteristics and laws with planning for urban and rural areas to select demand- oriented development model, build an all-round dynamic system including government, market, resources and other elements, and divide tourism industry development in plan for urban and rural areas into several layers and phases.City-driving tourism, rural tourism and ReBAM are three main development models of tourism industry in planning for urban and rural areas, in which city-driving tourism is the leading model. The thesis analyzes the preconditions and sufficient conditions of constructing the model firstly, and then sets the examples of Qingdao City and Wenquan Town in Jimo City to study the two main types, further discusses some problems should pay attention to in the course of constructing city-driving tourism model.Rural areas are vital for planning for urban and rural areas;however, it is impossible for the complete resolution of "three main fanner related problems" to rely on the help of urban areas merely, so we must accelerate the development of rural areas itself by all means. It suggests by substantial evidence that development of rural tourism is a highly effective way. On the basis of demonstrating the effects of rural tourism, the thesis discusses the exploitation model, dynamic system, existing problems and corresponding countermeasures in the course of developing rural tourism in planning for urban and rural areas.ReBAM is a special tourism development model in planning for urban and rural areas, which mainly appears in the suburb of some large cities under the duple pressure of high rents of soil and cost of travel. For the constructing of ReBAM model, the thesis analyzes the developing conditions and development phases, and then puts forward some problems should pay attention in the course of constructing of ReBAM in planning for urban and rural areas.更多还原
