【摘要】 热电联产在节约能源、保护环境、提高经济效益等方面有综合优势,发挥了重要的作用。地处寒带地区的国家特别重视热电联产事业的发展,我国的热电企业发展已有几十年的历史,而且由于获得了中央和地方政府的大力支持,发展十分迅速。随着一些热电企业所在的城市的发展和地域的扩张,热电企业原有的热源和电力已经远远不能满足现在的需求,大量的扩建项目开始建设,以适应不断增长的企业或城镇居民对热和电的需求。 项目管理是管理学范畴的一个比较新的领域,是为了合理的计划、协调并控制一个工业或商业项目的成功完成。进度管理是项目管理的核心理论之一。项目计划与控制贯穿了整个项目管理的全过程,能够有效的控制项目的进度、费用、质量三个目标约束,实现三者的平衡。项目中的所有活动和资源都必须接受计划和控制,只有这样才能保证项目的时间、成本、质量要求,达到节约成本、提高效率、保证质量的目的。 本文以热电企业的扩建项目为研究对象,对其进度控制和管理进行深入的研究和探讨。文章在对项目管理文献研究的基础上,对国内外项目管理研究的发展现状进行分析;分析了项目进度管理的理论和方法,接着比较热电企业与一般电力企业的区别,进而对热电企业的扩建项目的特点进行分析,提出热电企业扩建项目进度管理实施方案,并以赤峰热电厂扩建项目为案例进行实证研究,介绍了项目进度控制与优化原理及方法在项目实施中的应用;最后指出在项目实施过程中应该注意的问题,提出若干建议,以期对同类企业或相关行业的项目的有效控制与管理起到一定的借鉴作用。更多还原

【Abstract】 Combined Heat and Power(CHP) plays a noticed role in saving energy sources, protecting environment and improving economic benefit. The countries in Frigid Zone pay great attention at the development of CHP. The history of thermoelectricity plant in our country has been for several decades, and has developed quickly under the support of the government. With the city in which the thermoelectricity plant lies develop and expand in area, the heat and power supplied by thermoelectricity plant is far away from meeting the demand, so many expand projects are under construction. In case of this situation, this paper focuses on the expand project of the thermoelectricity plant, looking deeply into the scheduling control and management.Project Management is a new field of management, which is used to plan, control and adjust a project of industry or business. Scheduling Management is the core of Project Management, which is playing an important role in the whole process. It can control the schedule, cost and quality, which help us to achieve the aims of reducing cost, improving efficiency and ensuring quality.Based on the research on the relative lectures about the project management, this paper analyzes the status in quo of project management domestic and abroad;demonstrates the basic meaning of the project scheduling management, and then compares the differences between the thermoelectricity plant and other firms;analyzes the characteristics on the expand project of the thermoelectricity plant, find out an operating scheme on the scheduling management of expand project of the thermoelectricity plant;and does a demonstration research on the expand project of Chifeng thermoelectricity plant;finally points out the problems that the project may merge during the process being under construction, gives some suggestions, which would have passive effects on the firms in the same and relative industry for more efficient project management.更多还原
