警察队伍素质建设研究

【摘要】 公安机关和警察队伍是人民民主专政的重要工具,是武装性质的国家治安行政力量和刑事司法力量,肩负着打击敌人、保护人民、惩治犯罪、服务群众、维护国家安全和社会稳定的重要使命。然而,我国警察队伍建设中还存在不少问题,如科学文化素质匮乏,管理水平不高,执法保障不力等等,严重制约着公安职能的充分发挥。与此同时,由于我国社会正处于各种矛盾日益突出的转型期,社会治安状况呈现出不容忽视的趋势,如犯罪活动猖獗,群体性事件频发,涉外纠纷增多等等。这些都是对警察队伍建设的严峻挑战。因此,全面提高警察素质,建立一支适应社会发展要求的高素质警察队伍,是一项刻不容缓的任务。 本文以组织行为学、公共管理学、行政管理学和人力资源管理等学科的理论为指导,从我国加强社会主义法制建设,提高公安队伍执法水平的现实情况出发,借鉴英国、美国、日本等西方国家在警察素质培养和警察队伍培训、管理等方面的成功经验,分析了我国警察队伍素质的现状及存在的主要问题。对建设高素质警察队伍这一个论题进行了深入探讨,描述、分析了警察队伍素质现状及其与现实社会发展要求之间的冲突,着眼于警察队伍的根本职能和治安形势发展的需要,结合对加强警察队伍素质建设的战略思考和具体应对措施,提出了对策性建议:一是从公安管理体制改革和机制创新入手,向管理要素质;二是满足民警的合理需要,通过完善的考核激励机制,激发民警提高自身素质的内在动力;三是完善和规范教育培训制度,全面提高科学文化素质和各项专业技能;四是健全和完善公安保障机制,从优待警;五是塑造优秀的警察文化,加强道德人格培养,塑造良好警察形象。
【Abstract】 The organs of the public security is an important tool of people’s democratic dictatorship, it is the administrative strength of national public security of arm’s properties and criminal judicial strength, bearing the important mission of attacking the enemy, protecting the people, punishing the crimes, serving the mass ,safeguarding the national security and social stability. However, there are also many prominent problems in the building of the police procession of our country: scientific and cultural qualities are deficient;the level of management is not high;the phenomenon of breaking laws and violating discipline are serious;the secure of enforcing the laws is not good and so on, the overall all seriously injure the image of the police procession and restrict the functions of public security to full exertion. Meanwhile, the whole society is also in a transformation period which has various conspicuous contradictions. The situation of social security demonstrates the following trends: the criminal activities are rampant;colony incidents take place frequently;the dispute concerning foreign affairs increase;the difficulty of handling these affairs are strengthened;the climax of penal crime appears again;all these are undoubtedly a serve challenge to our police’s team. So, it is becoming a very urgent task to improve police’s quality in an all-round way and set up an high-quality policeman’s team which can meet the developing needs of society.This subject builds from our country’s construction of s social state with an adequate legal system and the reality of improving the level of the police procession’s enforcing the law, and it combines public department need motivational theory, ability and political integrity quality of manpower resources management unify principles, administration and relevant theories of business administration, and it draws successful lessons from western countries such as Britain, U.S.A, Japan, etc in employing and training police ,quality trains, ensured welfare, and it also has analyzed the current situations of the quality of the team of police of our country and existing subject problems. It has carried on the deep discussion in building this proposition of high-quality police’s team and try to propose a series of countermeasures and suggestions: firstly, proceed with the reformation of public security management system and innovation of mechanism and turning towards the requirement of quality;secondly, satisfy the police’s basic needs , according to the complete examination incentive mechanism, stimulate the inherent motive force that the police can improve one’s own quality;thirdly, improve and standardize the system of education and trainings, and improve scientific and cultural qualities and every special skills in all-round way;fourthly, perfect the public security and treat the police well;lastly, mould outstanding police’s culture and strengthen ethical personality’s training to mound the good police’s image.
