【摘要】 “设计-采购-施工”(EPC)模式兴起于上个世纪八十年代,一般应用于工业投资项目的建设。由于采用功能招标,EPC项目并不适合采用传统模式下招标、评标的方法选择承包商。虽然我国从试点到推广EPC模式已经有近二十年的时间,但是还没有建立一套适合EPC项目选择承包商的程序和方法。本文紧紧围绕EPC项目选择承包商这个主题,在总结国内外对EPC模式与选择承包商的研究基础上,系统地研究了EPC项目成功的因素、选择承包商的方式、程序和方法,重点分析了EPC项目资格预审与评标阶段选择承包商。研究表明,EPC项目成功的因素主要包括价格、完工时间、质量以及可靠性四个方面。为了使EPC项目获得成功,业主应要求承包商在“最合适的完工时间”内以“最合适的质量标准”完成工程建设任务,同时选择最可靠、提供对业主最有利的工程价格的承包商。在确定选择承包商的方式时,应结合拟建项目的特征、所属行业EPC总承包商的数量和建设能力、业主与EPC总承包商之间的关系,根据不同招标方式耗费的时间、招标费用的大小和可以获得的有利报价情况,选择最合适的招标方式。选择承包商的程序通常可以分为确定项目策略、资格预审、形成候选投标人短名单、招标、开标与评标、议标谈判和签订合同七个阶段。论文还建立了一套EPC项目资格预审阶段选择承包商的综合评价体系,并对资格预审阶段评价承包商的指标体系、指标的分析与评价、指标权重的构建以及指标评价的合成进行了详细的分析与深入的研究。在评标阶段,采用综合评价技术标和商务标的方法选择承包商。技术标评审主要评价承包商采用的项目执行方案和提出的技术异议、建议方案,商务标评审主要根据承包商提供方案的项目全寿命周期费用的净现值和担保条件来评价承包商。本文的研究对我国EPC项目的业主选择承包商有较大的参考价值。作者也希望通过本文的研究对推广EPC模式在我国的应用、培育EPC总承包建设市场能起到积极的作用。更多还原

【Abstract】 “Engineering-Procurement-Construction” (EPC) procurement approaches roseup in the 80’s of last century, which was usually applied to construction for industrialproject. Because of invitation to bid due to function, meanes of bid invitation and bidevaluation under the traditional procurement approaches are not suitable forcontractor selection for EPC projects. Even through twenty years have passed sinceour country experienced and generalized EPC procurement approaches, the suitableprocedure and methods of selecting contractors for EPC projects are not established.This article is focused on the subject of selecting contractors for EPC projects,based on the summarization of researches on EPC approaches and selectingcontractors in both China and abroad, systematically studies the reasons of thesuccess of EPC projects, mode, procedure and methods of contractor selection,emphasizes on the analysis of prequalification of EPC projects and selectioncontractors during the process of bid evaluation.Researches show that reasons of the success of EPC projects mainly includeprices, completing time, quality, and reliability. In order to make EPC projectssuccessful, owners should require contractors to accomplish project with “the mostsuitable quality standards” during “the most suitable construction period”, meanwhileshould choose the contractor that is most reliable and provides the most reasonableprice to the client. With regard to the choosing the most suitable mode for contractorsselection, the characteristics of the draft projects, the scale and construction capabilityof EPC contractors of the industry, the relationship between the owners and EPCcontractors, the time expenditure of different bid modes, the expense of bids and thesituations of acquiring favorable quoted prices should be considered. The procedureof selecting contractors can be divided into seven phases: confirmation of projectstrategy, prequalification, forming the short list of candidate bidders, invitation to bid,bids opening and evaluating, negotiation and awarding the contract.This article also builds up a synthesized evaluation system of selectingcontractors of EPC projects during the phase of prequalification, and leads somedetailed analysis and in-depth research of the criteria of evaluation of contractorsduring prequalification, analysising and evaluating the criteria, conformating thecriteria weight, and integrating the criteria’s evaluation. During the phase ofevaluation, it uses synthesized evaluate technical proposal and price proposal tochoose contractors. During the phase of evaluation of technical proposal, the projectexecution schemes adopted by contractors, and technical objections, suggestionschemes provided are evaluated. During the phase of evaluation of price proposal,thenet present value of the life-cycle of the project provided by contractors and thesponsion conditions are the mainly criteria of the evaluation of contractors.The research of this article is of great value to the selection of contractors by theowners of EPC projects of our country. The writer also wants to positively contributeto the popularization of the application of the EPC procurement approaches in Chinaand to the cultivation of the construction market of EPC contracting through thisarticle.更多还原
