【摘要】 在日益激烈的市场竞争中,对国有企业经营者经营业绩进行科学、合理的考核具有十分重要的意义。本文研究的目的是建立一套合理的国有企业经营者经营业绩评价指标体系,并根据评价指标体系的特点选择合适的评价方法进行国有企业经营者经营业绩评价。本文首先从概念上对国有企业经营者业绩评价进行了界定,并对国内外企业经营者经营业绩评价现状进行了分析,指出了目前在企业经营者业绩评价中存在的不足和需要进一步研究的内容。其次,建立国有企业经营者经营业绩评价指标体系是本文的研究重点。本文从国有企业经营者经营业绩考核的原则和要求出发,针对企业经营者的经营特点,确定了从年度和任期两个角度对国有企业经营者经营业绩进行考核的方法。然后本文应用群组改进的层次分析法(IAHP, ImprovedAnalytic Hierarchy Process)确定了各评价指标的权重系数,并分别采用模糊综合评价方法和功效系数法、加法合成法对国有企业经营者年度和任期经营业绩评价指标体系中的定性指标和定量指标进行数据处理,以便得出企业经营者的年度和任期经营业绩考核结果。最后,按照所建立的评价指标体系以及采用的评价方法、模型,本文以一家国有企业为实例,进行了实证研究。更多还原

【Abstract】 With the drastic competition of market economy, it is very important forgovernment to evaluate the performance of state owned enterprise managers in ascientific and reasonable method. This paper is to build a feasible evaluationindex system of state owned enterprise manager performance, and based on thecharacters of the index systems to choose method of performance evaluation forstate owned enterprise.Firstly, this paper defines the concept of the performance evaluation forstate owned managers, and analyses the actuality of the performance evaluationfor the enterprise managers home and abroad, picks out the shortages in therecently research.Secondly, it is the emphasis to build an evaluation index system forperformance evaluation for the state owned enterprise managers. This paperbuilds annual and prefecture evaluation index system, thinking over theperformance evaluation principles and needs. The group IAHP method is used todetermine the indexes weight. Fuzzy comprehensive evaluation method ispresented to performance evaluation from qualitative angle. A utility functioncomprehensive evaluation method is put forward to evaluation performanceform quantitative angle.Along with the evaluation index system and the evaluation method,demonstration analysis is conducted by applying the index system and methodin a enterprise. The result of demonstration analysis indicates that the methodand models of performance evaluation for state owned managers are scientificand feasible.更多还原
