XML安全属性及其在跨平台电子公文系统中的应用研究

【摘要】 近年来,电子政务基本得到了普及,越来越多的政府和事业单位通过网络处理一些日常工作,对公文的处理也由手工处理转化为对电子公文处理。网上办公透明度高、成本低廉、高效简便。但是,如果网上办公时信息的安全性、保密性得不到保障,不但不能提高办事效率,反而会成为政务的一个隐患。 由于网上办公是“无纸化”操作,所以与传统的办公模式相比,电子公文的安全性、保密性显得更为重要。对于信息加密而言,有对称加密算法和非对称加密算法可以选择,对称加密算法处理的速度相对非对称加密更快,但是对于加密大量信息的时候,速度也是比较慢的。所幸的是,并不是整个电子公文文档的都有必要加密,有时仅是需要加密文档中的一部分,这样不仅会提高加密速度,而且文档没有加密的部分也便于检索、归类。而传统的加密方式是对整个文档进行加密,所以部分加密对电子公文来说是一个需要解决的问题。现实中,一份电子公文可能是由多人共同创建的(也可能是多个部门)。如果是纸质文档,直接加盖多个章印即可。但是,对于电子公文而言,怎么实现对同一份公文的多人签名(即是对同一份文档进行多重签名),这是需要考虑的第二个问题。不同部门、单位用于创建电子公文的工具和平台可能不同,这样造成电子公文的表现形式多样化,不便于统一管理。那么如何实现不同平台中创建的公文能够相互之间统一显示,这是需要研究的第三个问题。 论文首先分析了电子政务中电子公文文档交换存在的问题,提出了利用XML表示电子公文的思想;接着分析了Word内部结构,着重研究了XML签名、加密规范并提出了基于XML签名规范的多重签名思想;基于研究的内容,提出一种基于XML的安全电子公文系统模型,并对该框架所涉及的XML签名、加密原理和Word与XML相互转换技术等进行了研究和探讨,给出了该框架应用实现的步骤;运用上述设计模型和原理、技术,开发出一个基于安全电子公文模型的公文交换原型系统。原型系统很好地解决了上面提到的三个问题。

【Abstract】 E-government is popular these years. More and more government departments deal with daily affair through networks. Accordingly, the way to cope with office documents by hand changes to electronic office documents. There are many benefits for work through network, such as high transparency, low cost, high efficiency and more convenience. But if the security can not be guarded, no merit comes and e-government will collapse.The security of e-office document is more important compared to the traditional work style that use paper to transmit information. How to realize multi-signature and encryption for e-office document is problem deserved research. For encryption, symmetrical encryption arithmetic and unsymmetrical encryption arithmetic are available. Contrast to unsymmetrical encryption arithmetic, the speed of symmetrical encryption arithmetic is higher. But if it used to encrypt mass data, we still can’t bear the speed. Luckily, no all of the data needs encrypted. Instead, part of the whole e-office document needs encrypted. If just encrypt part of the e-office document, the speed will be advanced, and the unencrypted data is convenient for search and sort. Therefore partial encryption for e-office document requires us to solve, because the traditional way to encrypt is for the whole document.In reality, the same document may be created by more than one person or department. For the paper document, to seal the document with different seals is ok. But for e-office document, how we realize the scene that many people sign the same document? That is the second problem considered in this paper. Different department may use different tools to edit the e-office document on different platform, so we should take into account that how to show the document result from different platform with the same display usage? That is the third problem considered in this paper.The paper analyses the problem existing in e-office document commuting, present the idea using XML express e-office document. Then study the Wordinner structure and research the XML encryption criterion and XML signature criterion. After that, creatively advance a model for transferring the e-office document in security based on XML, probe into the principle and technique about XML signature and encryption and the conversion method between XML and Word document, and give the steps about implementing the model. The model can solve the problems as follows: firstly, how to transfer e-office document in security, that is to say, guarantee the authentication, integrality, un-denied and privacy;secondly, how to transfer e-office document between different system platform;thirdly, how to realize only the receiver own the special privilege can see the content;fourthly, how to realize multi-signature on the same e-office document.
