【摘要】 20 世纪 90 年代以后,FDI 在中国电子信息业的迅猛增长使其在行业的地位及作用日益突出。以往对 FDI 作用的研究表明,FDI 对经济增长、技术进步和贸易产生影响。本文在以往研究的基础上,主要以我国电子信息业为分析对象,研究了 FDI 对产业增长、行业技术进步和贸易发展三方面的影响及影响机制。文章在分析中发现,FDI 对电子信息业的作用存在两面性:FDI 通过增强关联性拉动行业的增长,同时 FDI 对行业的控制力增强这对行业安全形成威胁;通过技术转移和技术溢出效应,FDI 对技术进步有促进,但同时外资企业对核心技术控制和外部配套企业发展的不同步,制约了电子信息业的技术进步;FDI 主要通过加工贸易的形式促进了电子信息行业的贸易发展,同时加工贸易的自身特点成为贸易和行业发展的阻碍。在分析之后,文章参照了国际上发展电子信息业的经验。从日本、韩国、中国台湾的发展经验中发现,外商直接投资只是产业发展的辅助途径,政府支持和大量投入的开发研究才是行业发展的关键。通过国际比较及研究中发现的问题,文章最后提出了利用外资的优化方向,以外援为辅原则、加强国内配套的建设、鼓励外企的研发行为以及加强自主创新能力。更多还原

【Abstract】 After 1990s, the quantity of FDI in Chinese electronic department has a rapidgrowth and the effects of FDI become more and more obvious. According to theprevious studies, FDI affects economic growth, technological progress, tradedevelopment. This thesis is based on the previous studies to analysis the FDI effectson Chinese electronic department. There are there kinds of the effects: industryincrease, industry technological progress and trade development. The research findsthat FDI has two sides’ effects. On the one side, FDI promotes industry increase byforward-backward linkages. On the other side, FDI’s control is a threat to the safety ofthe country industry. The two sides character also lie in the other two effects. Theindustry technology is in progressing by technology transfer and technology spilloverfrom FDI, but this progress is limited by the control of core technique and by theunqualified linkage factory in China. FDI boosts industry trade quantity by processingmode, but the processing trade confined trade further development by its identity. Theresult of the research shows that FDI has two sides’ effects on industry development.To make a better use of FDI, the thesis reviews the process of electronic industrydevelopment in Japan, Taiwan and South Korea. These countries uses FDI as assistantway to industry development, the governments emphasize more on the innovationability of themselves.
