【摘要】 航材是我军的重要军事物质,航材保障是军事物流的重要组成部分。随着军队现代化、信息化的建设不断加强,航材保障呈现了新的特点,航材管理也有新的发展趋势,航材管理的目标实现了由单一的军事效益向军事经济效益的转变,航材管理在保障航材及时供应的同时,更加注重成本管理。本论文围绕提高航材保障水平和降低航材保障成本这个目标,对航材库存的科学管理进行了研究探讨。 供应链管理是管理学中的新概念,供应链管理的最大特点就是在供应链成员间通过信息资源共享、彼此互相协调配合,实行集成管理,从而降低整条供应链的库存成本。 为了实现对航材的科学管理,本文在分析国内外、军内外相关航材管理现状的基础上,针对我军现行航材库存管理存在的主要问题,将供应链管理的基本理论灵活运用到军队航材库存管理上,构建了适应我军航材库存管理的供应链结构。结合我军后勤保障体制的改革,在构建航材管理的供应链结构中,引入了第三方物流管理的概念,探讨了在军队航材库存管理中,实现航材库存自理与外包相结合的航材库存管理模式,并按航材的ABC分类法,建立了航材库存采取自理或外包的决策模型。根据军队供应链航材管理的特点,结合目前国际流行的库存管理控制策略,确定了以供应商管理库存作为供应链航材库存管理的库存控制策略。最后对不同类型的航材分别建立了各自的订货模型。更多还原

【Abstract】 The air material is our army’s important military matter, and the air material safeguarding is an important part of the military material flowing. With the strengthening of the army modernization and the information construction, the air material safeguarding has new characteristics, and the air material management also has new development tendency. The air material management goal has changed from the sole military benefit to the military economic efficiency. The air material management pays more attention to the cost management while safeguards the supply in time. The paper closely discusses how to raise the air material safeguard level and how to reduce the air material safeguard cost. It also discusses the scientific management of the air material inventory.The supply chain management is a new concept in the management science. Its greatest characteristic is sharing resource, mutual harmony cooperating, integrate managing between supply chain members. So the supply chain cost is reduced greatly, hi order to realize the air material scientific management, this article analyzes the air material management present situation of the forces at home and abroad. According to the main question existing in our army present air material inventory management, the paper advises to apply the elementary theory of the supply chain to the army air material inventory management nimbly. So the supply chain structure of our military air material inventory management will be established. Unifying the reform of our army logistics support system, the paper introduces the concept of the third party management into the construction of the air material management in the supply chain structure. The paper also discusses how to realize the management pattern of combination of managing by oneself and the outside package of the air material inventory. And the paper establishes the managing by oneself or the outside package of policy-making model in the army air material inventory management according to the air material ABC classification. According to the army supply chain of the air material management characteristic and considering the international popular inventory management control strategy, the paper has determined the inventory control strategy, which the supplier management inventory is the supply chain air material inventory management.
