公共服务的多主体供给分析

【摘要】 我国公共服务正在经历着由政府为唯一供给主体向政府、非营利组织、个人和营利组织等多主体供给的方式转变。现阶段公共服务供给的不足主要体现在服务提供者的供给结构不合理、供给权限划分不清、缺乏相应的财政支持等。本文通过对国内外公共服务的理论与实践的分析,认为公共服务是共有、共治、共享的服务,市场化并非是唯一的服务改革方向。鉴于公共服务的广泛性特征,由不同主体提供不同公共服务,不同主体服务于不同公众,可使公共服务更加适合社会的发展变化。多主体供给公共服务是对服务的技巧、方式、管理方法做出的治理方式改革,供给成功的关键在于在把握公共性前提下的引入竞争、提高效率。公共服务供给应该以公平为核心价值观,多主体供给并非是对传统公共服务价值观的颠覆。理想的公共服务模式是在竞争机制下建立的多主体互相嵌套、无冲突的矩阵式公共服务供给网络,以实现多个主体的有序重组和服务的均匀覆盖。本文对各主体的核心供给范围作了初步区分:政府供给普遍义务性服务;非营利组织供给公益性服务;个人供给志愿性服务;营利组织供给差异化服务,并提出完善公共服务多主体供给的制度化建议,主要途径有:建立公共服务供给主体的选择机制:完善公共服务的评估机制;实现对服务供给主体的有效监督和构建公共服务供给的价格缓冲制度,最终构建公共服务持续改善的良性循环模式。更多还原

【Abstract】 Of our country public service go through by government for supply subject with to government while being only, nonprofit organization, personal and commercial many way that subject supply with of organizing etc. change. Public deficiency that service supply with embody in structure of supply of service provider unreasonable supplying with authority divide clearly lacking corresponding financial support ,etc. mainly the present stage. This text passes to the theory of the domestic and international public service and analysis of practising, think the public service is a service that is owned in common , manages , sharing altogether , marketization is not the only service reform way. Seeing that the extensive diversified characteristic of the public service, is offered different public services by different subjects , different subjects serve different masses, can make the public service suitable for the development and change of the more society . It is that the administration way to make to skill , way , office procedure of serving is reformed that many subjects are supplied with the public service, supply with the introduction competition that the key to success lies in holding the public prerequisite , raise the efficiency, realize many subject recombinate in order and service even to cover. It should be the key values with the justice that the public service is supplied, it is not the subversion of the values of traditional public service that many subjects are supplied. The ideal public service mode is that much subjects set up under competition mechanism embed, there is no matrix type public service of the conflict to supply with the network each other.
