【摘要】 土地是人类赖以生存和发展的基础,离开了土地,人类的一切发展都将无从谈起。环境对发展来说既是发展的客观物质条件,又是影响或促进发展的制约因素。由于环境和发展的特殊关系,环境问题一般都是伴随着经济社会发展而产生的,特别是与人类活动有着十分密切的不可分割的关系。 土地利用规划的环境影响评价是战略环境影响评价的一种,主要用于对土地利用规划实施后可能造成的环境影响进行分析、预测和评价,提出预防或者减轻不良环境影响的对策和措施。广义的环境评价包括社会、经济和环境综合的方面,狭义的环境评价仅指环境方面。根据我国目前的土地利用规划对生态环境方面缺乏深入研究的状况,当前的土地利用规划环境影响评价主要是指对土地利用规划可能导致的生态环境影响进行评价,开展土地利用规划环境影响评价工作和研究具有十分重要的实践意义,为今后开展这类工作提供理论依据和信息平台。 通过土地利用规划的环境影响评价制定减轻土地利用规划造成的不良环境影响的对策和措施,可以为国家和各级政府制定环境保护和经济发展综合决策提供技术支持,使之成为真正的为可持续发展服务的规划。 本课题针对土地规划所带来的环境影响评价作出探讨研究,无论对社会经济发展的理论还是实践都是一项重要的基础性课题。研究的主要内容包括:(1)土地利用规划环境影响评价的概念与内涵,主要介绍了相关的定义并对其中的公众参与进行了分析;(2)土地利用规划环境评价的原则、程序与环境影响识别;(3)土地利用规划环境影响评价的方法论与评价技术路线;(4)土地利用规划环境影响评价的指标体系,主要介绍了指标体系的设计原则、框架体系等;(5)对土地利用规划环境影响的几个理论问题及当前的环评工作进行了探讨,主要分析了土地利用规划对区域环境影响的范围问题、空间差异性问题以及我国土地利用规划环境影响评价的公众参与和存在的问题;(6)以武义县土地利用总体规划为例,对环境影响评价的关键内容进行了分析和讨论。更多还原

【Abstract】 The land is a foundation of mankind relied for existence and development, the human’s everything will have no way to development without the land. Environment is not only the objective material condition of the development, but also an influence or promote the check and supervision factor of the development again.
