【摘要】 随着我国现代化建设的步伐不断加快,越来越多的农民走出农村,以农民工新的身份出现在历史舞台,他们为我国当前全面建设小康社会作出巨大贡献。然而,与他们巨大贡献成鲜明对比的是他们“贫瘠”的种种权益,其中最为缺乏的是他们社会保障权利。本文正是在这种背景下对农民工社会保障的问题进行研究,力求从纵向历史角度,横向国际比较角度,结合自己所学知识,为我国农民工社会保障制度的建立和完善做出应尽的贡献。基于我国农民工在就业过程中面临的失业、医疗、工伤、养老等各种问题,结合我国农民工社会保障的历史,本文重点从以下三种角度对农民工社会保障存在的一系列问题进行分析。制度经济学角度,从当前普遍存在不合理的城乡二元结构,不合理的医疗收费制度,不合理的保险运行制度分析农民工社会保障存在的问题。博弈论角度,从集体行动的逻辑和农民工争取权益的博弈来分析农民工社会保障存在的问题。组织行为学角度,分别从政府、企业、农民工的认识与动机方面来分析农民工社会保障存在的问题。公共政策角度,从政策制定,政策执行以及政策评估角度来分析农民工社会保障存在的问题。鉴于农民工社会保障存在的这些问题,在借鉴西方发达国家在工业化过程中处理农民工社会保障的经验基础上,本文运用系统工程、经济学等理论,提出构建我国农民工社会保障的三大理论,即社会保障效益最大化理论、社会保障企业运行理论、促进生产力发展理论。最后,本文结合我国的基本国情,提出我国农民工社会保障的八项具体措施,第一是低标准、广覆盖、多层次、有区别; 第二是建立有别于城镇居民的现代农民工的养老保险保障制度; 第三是建立的社会保障体系要使得农民工愿意而且有能力参与; 第四是加强城镇企业监管力度,实现用工登记制度,保障农民工利益; 第五是国家扶持、培育新的市场主体——建立农民工所有的企业,进行农民工自己保障自己; 第六是重新认识土地保障割断农民工与小生产联系,实行大范围统筹,减少农民工农业收入风险,保障农民工基本生活,构筑当前我国农民工第一道社会保障线; 第七是农民工保障立法; 第八是建立农民工工会,为争取农民工的社会保障权采取统一行动。更多还原

【Abstract】 With the accelerating pace of the modernization in China,more and more peasantry who initially characteristic as labour force in cities come out of the countryside, they make tremendous contributions for the all-sided construction of easy society。However,in contrast to their tremendous contributions,they are lacking in various rights and interests,especially the rights of social security。 It is in the background that this article work over the social security question of the Peasantry Worker(who work in the cities ,but whose registered permanent residence belongs to the peasantry),to strive to lengthways study the problem in historical angle and transversely study it in comparison with other countries, combine with my knowledge about it,I want to make comme il faut contributions to the establishment and consummate of the social security institution of the Peasantry Worker。 Based on the problems such as unemployment、medical treatment、compo and endowment insurance which the Peasantry Worker encounter in work,combined with the history of the social security of the Peasantry Worker,this article emphasis on it in the following angle。Analyses the problem from the view of institution by enucleating the ubiquity the irrational duality between the urban and the country; the irrational charge system in medical treatment; the irrational running system in the social security 。Analyses the problem from the view of game theory by using the logic of the collective action and the game theory come out of the action which the Peasantry Worker strive for their individual rights。The problem will be analyzed from the theory of the organizational behavior by respectively work over the actions of the government,enterprise and the Peasantry Worker。Analyses the problem from the view of the public policy by showing the three processes i.e the establishment of policy, the implement of policy and the evaluation of policy。 In light of the above problems,using for reference of the developed countries,making use of the systems engineering and the economics,this article put forward three theories about the social security of the Peasantry Worker。In the end,the eight concrete measures are suggested。The first is the low criterion,widely cover with,more tier,and have difference。Secondly,the established social endowment insurance system of the Peasantry Worker should be different from the urban。Thirdly,the established social security system should enable the Peasantry Worker to have the ability to enjoy。Fourthly,the enterprise should be so strictly registered that the rights of the Peasantry Worker can be protect well。Fifthly,the government support and foster the enterprise which belong to the Peasantry Worker so that the Peasantry Worker can security themselves。Sixthly,it is essential to establish the basic security of the Peasantry Worker。Seventhly,it is important to strengthen the lawmaking of the social security of the Peasantry Worker。Lastly,it is necessary to establish the union for Peasantry Worker to take the accordantly action in striving for the legal rights and interests。更多还原
