【副题名】来自温州水库移民实践的启示

【摘要】 水库移民创业是实施开发性移民政策的战略途径,能更好地促进移民可持续发展,能有力地支持“三农”问题的解决,能加速农村城镇化的进程,对水库移民创业作相关研究具有重要的理论意义和实践意义。本文主要研究的是人力资本提升对水库移民创业的促动关系。文章通过透视温州水库移民实践,实证观察了人力资本提升对水库移民的把握机遇和规避风险的影响;分析和比较了提升水库移民人力资本的路径,对水库移民特色的培训体系的建立进行了深入探讨。其主要内容有:(一)实行城乡联动安置模式的水库移民具有的创业机遇和风险;(二)人力资本提升:温州水库移民创业机遇的把握与风险规避;(三)温州水库移民过程中的移民人力资本分析;(四)建立移民特色培训体系,鼓励移民参加职业教育。文中的实证案例主要来源于温州水库移民实践。通过文献研究、和问卷调查以及访谈的形式从温州移民实践中总结水库移民创业的经验和教训。本文得出的结论:(一)水库农村移民安置实行城乡联动安置模式,水库移民创业的机遇大于风险;(二)水库移民在创业中,把握机遇和规避风险的关键在于其自身的人力资本提升;(三)人力资本提升对水库移民创业起着极其重要的作用;(四)提升水库移民的人力资本势必要建立具有水库移民特色的培训体系。更多还原

【Abstract】 It is strategic path that carries out the development resettlement policy that reservoir immigrate entrepreneurship , can promote immigrants sustained development, can support "three agricultures’s problem’s resolve , can accelerate the progress that the village town turn, immigrates entrepreneurship to make the related research to have the important theories meaning and practice the meaning to the reservoir. The paper is about driving relation of improving human capital for reservoir immigrant entrepreneurship. Observesing Wenzhou reservoir immigrates resettlement, the author observes with real diagnosis the influence which improving human capital brings to immigrants grasping the opportunity and dodging the risk, carries on to the reservoir immigrant characteristic training system establishment thoroughly discusses. Its main content has: (1) The opportunity and the risk of entrepreneurship which implementing the city and countryside linkage placement pattern the immigrants have; (2 ) Improving human capital brings: Wenzhou reservoir immigrates in process of entrepreneurship grasp the opportunity and dodge the risk; (3) Immigrants human capital analysis in the Wenzhou reservoir immigrant process; (4 ) Establish immigration characteristic training system and encourage the immigrant to participate occupation education; The real diagnosis case mainly originates to the Wenzhou reservoir immigrant practices. Through the literature research, questionnaire as well as interview from the Wenzhou immigrant practices ,the author summarizes the experiences and teaches of the reservoir immigrant entrepreneurship ,and gets the conclusions of: (1) Implementing the city and countryside linkage placement pattern, the opportunity of entrepreneurship is bigger than the risk of entrepreneurship; (2 ) In process of entrepreneurship, the key the reservoir immigrants grasp the opportunity and dodge the risk lies in they own human capital improving; (3) The human capital improving plays an extremely vital role to the reservoir immigrant entrepreneurship; (4) Improving the reservoir immigrants human capital has to establish reservoir immigrant characteristic the training system as well as encourage the immigrant participate occupation education.更多还原
