【摘要】 随着财政体制的转变,地方财政支出在地方经济增长中的作用日益重要,弄清楚地方财政支出的经济增长效应迫在眉睫。地方财政支出结构与地方经济增长关系的实证研究能帮我们更加深刻的理解地方财政支出的经济增长效应。本文研究的目的就是从实证的角度,研究我国地方财政支出结构的经济增长效应,本文主要从三个层面来分析我国地方财政支出结构与地方经济增长关系的关系:按照地区差别对我国地方财政支出结构现状和地方经济发展状况进行了分析;建立一个简单的理论模型,通过模型分析,我们可以发现,财政支出结构会对经济增长产生重要影响,要想充分发挥财政支出的经济效应,就要优化财政支出结构;利用省际面板数据(Panel Data)对我国地方财政支出结构与地方经济增长关系进行了实证分析,研究结果显示,我国地方财政支出结构不合理,这制约着地方财政支出经济增长效应作用的发挥,而且,东部、中部、西部地区的地方财政支出结构在有着不同的经济增长效应。本文最后根据我国地方财政支出结构与地方经济增长关系的实证研究提出了相应的政策建议。更多还原

【Abstract】 With the reform in fiscal system, local fiscal expenditure has an increasing effect on local economic growth. Positive analysis on local fiscal expenditure structures and local economic growth is helpful to understand the impact of local fiscal expenditure on the economic growth. The purpose of the article is to research the impact of local fiscal expenditure on the economic growth. The article analyses the relationship between Chinese local fiscal expenditure structures and local economic growth from three aspects: Analyzes the situation of local fiscal expenditure structures and local economic growth of different regions; Develops an analytical framework which links the composition of fiscal expenditure with the economic growth, and we can find the composition of local fiscal expenditure has important effect on economic growth; Empirically analyzes the relationship between Chinese local fiscal expenditure structures and local economic growth by Panel Data, and the research result indicates that the composition of Chinese local fiscal expenditure is not rational, which restricts the effect of local fiscal expenditure, and local fiscal expenditure structures of different regions have different economic growth effects. Finally, through positive research, the article gives some policy suggestions.更多还原
