【摘要】 浙江省作为企业集群发展的典型区域,集群中企业的技术创新活动非常活跃。但是浙江省企业集群往往以传统的制造业为主,产业附加值较低;同时,由于浙江省中小企业自身条件的限制,缺乏独立的研发能力,只能通过和科研机构等企业外部研发部门的合作来开展创新活动。区域内的企业以开发短、平、快项目为主,虽然产出的绝对收益较高,但投入产出的相对效率较低,而且产品的科技含量普遍不高。力求打造先进制造业基地的浙江省在区域创新过程中遇到了一系列问题,如基础研究不足,产业集群中共性研究缺乏等。这些问题归根结底都是由区域创新资源配置不合理造成的,因此开展对浙江省区域创新资源配置的研究具有重要的理论和现实意义。 本文首先从概念入手,在总结国内外对区域创新系统和组成要素研究的基础上,建立了创新资源的概念;然后对浙江省的高校、独立科研机构、企业等主体的创新资源分布和利用情况进行了深入调查,,提出了浙江省创新资源的利用模式;再运用主成分分析的数学方法分析了浙江省区域创新资源配置的效率;在此基础上,提出了创新资源优化配置的概念,根据对浙江省创新资源配置现状的调查分析,提出了创新资源优化配置的优化途径和模式选择;最后对浙江省区域创新资源优化配置的政策、措施等提出建议。更多还原

【Abstract】 Zhejiang province is a typical area of industrial cluster, where the innovation of enterprises is very active. However, the traditional manufacturing industries are dominant in the clusters, which have low additional value of products. Besides, due to the restriction of enterprises themselves, they lack of independent R&D abilities, the development of innovation can only rely on collaboration of these R&D organizations outside. The projects processed by enterprises in the region which are characteristic of shortness, easiness and quickness have good profits of output, but the relative efficiency between output and input is low, as well as the contents of science and technology involved. In the progress of regional innovation, Zhejiang province that is eager to build the base of advanced manufacturing industries faces a series of problems, for instance, shortage of fundamental research, scarcity of generic research in the industrial cluster and so on. All these problems are due to the illogical allocation of innovation resources, therefore there are great practical andacademic significance to study the allocation of regional innovation resources in Zhejiang province.This article begins with the concepts, establishes the concept of innovation resources on the base of the references from the regional innovation system and elements, which have been studied by professionals worldwide. Secondly, it investigates the distribution of innovation resources in universities, unattached R&D organizations and enterprises, .puts forwards the utilization pattern of innovation resources in Zhejiang province. Thirdly, the article analyzes the efficiency of innovation resources allocation by using math methods such as factor analysis, and then summarizes the problems that affect the innovation efficiency. On the base of the research above, the concepts of optimized allocation of innovation resources is set up in the article, as well as the approaches and models. Finally, the article presents some recommendations on policies and measures which are concerning on optimized allocation of innovation resources in Zhejiang province.更多还原
