论红三角区域政府合作

【摘要】 在反思区域经济经济学主张依靠市场完善和政区地理学主张调整行政区划以促进区域共同发展的基础上,借鉴囚徒博弈困境、集体行动逻辑和公用地悲剧理论,本文从区域行政的角度提出,以红三角区域政府的合作来推进红三角区域的共同发展,也即,要依靠红三角区域政府对区域整体利益所达成的共识,运用组织和制度资源去塑造区域整体优势。 区域政府合作的现实障碍主要表现于合作观念上的障碍,缺乏权威的组织协调机构、地方政府职能行使不当、地方干部考核“唯政绩”导向等方面的体制障碍和包括区域合作法律法规制度缺失、利益补偿制度缺失、区域信息互动制度缺失等制度障碍。 上述障碍因素的分析揭示了有效的区域政府合作机制必须从三个方面予以构建,即设立合理的组织机构、实施科学的激励机制和建立良好的合作制度。 政府是区域合作中的主要推动力量,在红三角区域政府合作中政府应当做到:在合作理念上,要树立共赢和协同的理念;在合作组织上,要设立权威的跨行政区的协调机构;在协调机制上,要使现有的联谊会发挥实质作用并完善合作章程;在考核机制上,要改革唯政绩的地方干部考核机制;在利益机制上,要构建红三角区域利益补偿机制;在合作制度上,要制定相配套的区域合作法律法规;在服务平台上,要构筑和拓展红三角区域信息互动平台;在合作领域上,要优先发展区域重点产业。更多还原

【Abstract】 On the basis of rethinking the arguments of promoting regional economy by developing market or adjusting administration districts, the article suggests the governmental cooperation in the Red Triangle Economic Delta.The realistic barriers of governmental cooperation exist in ideas, systems including regional protection, governmental malfunctions, cadre’s performance evaluation and the lack of mechanisms including related laws, encouragement, regional information exchange platform.The models of cooperation mechanism should be set by means of cooperation institution, reasonable organization establishment and scientific motivate mechanism.Government is the most important force to promote regional cooperation. In the Red Triangle Economic Delta, the author put forwards the practical suggestions for cooperation from different ways such as coordination organization, cadre’s performance evaluation system, regional interest system, information exchange, cooperation and guarantee system and preferential cooperation fields.更多还原
