基于金税网络环境下的国税岗位绩效自动考核系统研究与开发

【摘要】 本世纪初,随着“金税工程”的全面开展和电子政务的发展需要,湖南省国税系统已实现了省、市、县局和部分税务所的四级信息联网,税收征管业务和部分行政管理工作逐步实现了计算机管理,并建立了与主流应用软件相对应的各级岗责体系,这些为实现计算机自动考核岗位绩效创造了条件。但由于各软件采用了各自不同的数据技术,从而成为一个个“数据孤岛”,要实现用计算机进行自动考核,必须解决异构数据的透明转换问题,即如何充分利用现有资源,建立统一的数据交换平台从而实现资源共享。 本文通过对国税系统岗位绩效自动考核系统程序的设计,从体现三层客户机/服务器的优点出发,针对本系统设计和应用过程中用到的基于.NET框架服务器模型的关键技术做了应用阐述,并从以下三个方面做了重点介绍:(1)利用XML作为异构数据转换的中介、SOAP作为远程通信协议,以Web Service作为分布式应用的平台来实现分布式异构数据的透明转换;(2)采取以面向服务为主并结合以数据为中心的智能客户端设计、线程池和Web Service的异步调用委托等技术手段解决分布式计算的数据调度问题;(3)通过基于角色的权限设置、建立多种安全授权机制以及优化操作系统和数据库服务器的安全配置等办法提高网络环境下的系统运行安全。 实际应用情况表明该系统运行稳定,数据转换快速精确。在两台服务器实现负载均衡的情况下,300台客户终端并发运行,最长时延40秒钟,未出现数据泄漏、系统崩溃现象。系统投入运行后,迄今已考核5000人次,近千万条记录,有效地提高了行政机关的工作效率。
【Abstract】 At the beginning of the century, with the development of Golden Tax Project and electronic government affair, the four-order information net working for bureau of province, city, town and some of revenues has been built, and the business of revenues duty and some of administrative management is gradually management by computer. On the other hand, with the readjustment and development of tax administrative organs, the systems for role of duty corresponded with some applications software have been built, which creates an good environment for automatic examine of duty. However, some of software is brought or development according to its own business and satisfying the need of management at different stages, they become some data islands for different data technology. To realize the automatic examine using computer, the problem of transparent transformation of heterogeneous data need to solved at first, that is how to build an uniform platform for exchange data to realize the share of resource, with making the utmost of the existing resource.This paper through the programming design of the automatic examine system of duty for national tax system, based on the idea of embodiment the advantages of three-tier clienter/server, aiming at the key technology of server model based on .net frame used in the design and application of this system does some introducing for its application. The following three points are the emphases: (1) Using XML and SOAP as the media of heterogeneous data transformation and the remote communication protocol, respectively, and appling Web Service as the platform of disturbed application to realize the distributed hetergenuous transparent transformation; (2) Adoping the technology that combinig facing to service technology with the technology of smart client design, thread pool and Web Service asynchronism transfer commission to solve the problem of data trandfer for disturbed computation; (3) Apply some methods, such as purview setting based on part, security authorization mechanism and security configuration for DB, to enhances the system security in theenvironment of network.The real application shows that the operations of this system are steady, and the data transformation is accurate and fast. In the situation of two servers have the same job and 300 clienters run simultaneity, the longest delay is 40 seconds, and the data leak and system crash are never happened. During the time of eight months of testing run, it examines 5000 times, and produces approximately ten million records, which obtains higher efficiency of the administration.
