【摘要】 同行评议作为对学术活动的一种评价方式已经为当代主要国家所普遍采用,对于开展科学决策和分配学术资源起到了举足轻重的作用。 最早的同行评议源于对专利申请的审查。1416年威尼斯共和国在世界上率先实行专利制度并在对发明者提出的新发明、新工艺等进行审查,以确定是否授予发明者对其发明的垄断权时,就采用了邀请同一行业或最接近行业的有一定影响的从业者帮助判断的作法。17世纪末英国皇家学会在评议学者的入会申请和会员的学术论文时,采取了与今天同行评议类似的做法。20世纪30年代以后,美国率先把同行评议引进到科研项目经费申请的评审工作中,此后这一做法为欧美国家广泛采用,并作为国际学术界通行的学术水淮评价手段。 随着信息时代的来临,网络信息环境使得科学研究发生了重大变化,从研究方法与工具、学科发展变化趋势到新的人际网络关系环境等,传统的同行评议制度已经无法满足新环境下的科研项目评审,本文就根据目前的新环境,网络信息环境,新的学科发展环境,新的人际网络关系环境和国际化公开化的环境为背景,分析了同行评议在新环境的发展与挑战,同时研究了同行评议组织制约机制,评价指标体系与方法,提出了国际化评审与网络评审方法。主要分为以下几个部分。 第一部分为引言与第一章,主要分析了国内外同行评议制度的现状,以及本文的研究方法、研究思路、内容以及创新点。同时主要研究了目前同行评议面临的新的环境:网络信息环境、新的学科发展环境、新的人际关系网络环境和国际公开化环境,以及面对新环境下同行评议局限性以及挑战和响应的对策。 第二部分为第二章,同行评议组织制约机制研究和第三章同行评议项目评价指标体系以及方法研究。在第二章中,主要针对同行评议系统中的通讯评议、专家评审以及项目管理者三者之间的职能以及互相制约协调的机制进行了研究分析。在第三章中主要提出了基础性研究项目、应用基础性研究项目以及推广产业化项目的评价指标体系,并对目前的数学评价方法进行了比较全面的方法研究。 第三部分为第四章网络评审机制研究与第五章国际化评审机制研究。文章中主要根据目前的网络信息环境以及信息技术的运用,提出了海外专家库建设等新概念,并大胆做了一些设想以顺应时代科研发展的格局,同时提高同行评议的效率。更多还原

【Abstract】 Peer review has been widely accepted as a evaluation method of scientific activities for most major countries,and it has played a critical role for developing scientific decision and distributing academic resources.The first peer review comes from the censor of potent application.In 1416,Venice firstly realized the system of potent to censor the new invents and arts and crafts,and ensure that whether confer the inventor the molopolization right to his own invent.So they adopt a method of inviting the influencing people of peer industry or closest to the industy.During the end of seventeen century, the British Royal Society applied similar ways as peer review today,when they needed to evalution the papers of the member or the candidates which applied to the entrance to the Royal Society.This action is widely used in most European and American countries to evaluation the academic level.With the coming of information times,internet and information make the scientific research change greatly.This paper mainly analysed the development and challenge of the peer review,at the same time made a research of the organization mechanisms,the evaluation indexes and methods,at the last,there is a anlysis of international evaluation and internt evaluation.The first part is the introduction with the first chapter,mainly analysed the actuality of peer review and the research method and content,the new environment,internt and information,new subject,new relationship of the world and international situation.The second part is maily about research of the organization mechanisms and the evaluation index and method of peer review.The third part develops research of the mechanism of the internet evaluation and internation evalution mechanisms.In the paper,according the situation of the internet and the application of the information techonology,advances the concept of database of experts,also promtes the efficiency of peer review.更多还原
